The Commission, Member States and participating companies shall, in cooperation with the EUEB, allocate significant resources to promote the use of the Community Ecolabel by awareness-raising actions, information campaigns for consumers, producers, manufacturers, public purchasers, traders, retailers and the general public, including schools, and the dissemination of information from the dedicated Ecolabel website, thus supporting the development of the scheme, and by encouraging the uptake of the scheme, in particular by setting up help desk services for operators, especially SMEs.

- Awareness-raising and best practice exchange . The Commission will further raise awareness about CSR and promote the exchange of best practice as CSR continues to evolve, with an emphasis on SMEs and on Member States where CSR is a less well-known concept, as well as in acceding and candidate countries.

Direct help is also needed to build capacity to deal with the new and complex set of issues which government agencies in developing countries must deal with: monitoring and gathering evidence of environmental crime; building legal cases against those who transgress; raising awareness of environmental law within the police, the legal profession, public prosecution services and the courts; training of customs officials; and awareness raising to help build the public and political support needed to tackle the entrenched corruption which often lies beneath illegal logging.

- Public understanding and confidence: supporting awareness-raising events and the recognition of achievements in European research; analysis of the factors influencing public opinion, including the role of the media and science communicators; developing new ways of raising public awareness and knowledge; encourage comprehensive "stakeholder" debates, involving all relevant stakeholders, and stimulate awareness for innovation in society.
