In this context, developing this dimension of the European Union is the new frontier for integration: a true area of Freedom, Security and Justice is an indispensable building block of the European Union, at the heart of the political project for an enlarged Union.

The enlargement of the European Union will have two key impacts on the way in which the Union operates: the impact of sheer numbers and a fragmentation effect, since an enlarged Union runs the risk of becoming less cohesive and hence less robust.

If the extra expenditure for enlargement were 1,000 million € the UK would normally have to contribute a share, corresponding to its GNP share in the enlarged Union, i.e. approximately 18% in absolute terms, and 180 million € in this example.

Furthermore, in view of the lessons which may be learnt more than a year and a half after the entry into force of the Treaty on European Union and of the challenges and risks linked in particular to the prospect of a further enlargement, the European Council considers that thoughts should now focus on a number of priorities to enable the Union to respond to its citizens' expectations: - to analyse the principles, objectives and instruments of the Union, with the new challenges facing Europe; - to strengthen common foreign and security policy so that it can cope with new international challenges; - to provide a better response to modern demands as regards internal security, and the fields of justice and home affairs more generally; - to make the institutions more efficient, democratic and open so that they are able to adjust to the demands of an enlarged Union; - to strengthen public support for the process of European integration by meeting the need for a form of democracy which is closer to the citizens of Europe, who are concerned at employment and environment questions; - to put the principle of subsidiarity into practice more effectively.
En outre, le Conseil européen, à la lumière des enseignements qui peuvent être tirés plus d'un an et demi après l'entrée en vigueur du traité sur l'Union européenne, et compte tenu des défis et des enjeux liés notamment à la perspective d'un nouvel élargissement, considère que la réflexion devrait se concentrer sur quelques priorités afin de permettre à l'Union de répondre aux attentes de ses citoyens : - analyser les principes, les objectifs et les instruments de l'Union face aux nouveaux défis lancés à l'Europe ; - renforcer la politique étrangère et de sécurité commune de manière à la porter à la hauteur des nouveaux enjeux internationaux ; - mieux répondre aux exigences de notre temps dans le domaine de la sécurité intérieure et, plus généralement, dans les domaines de la justice et des affaires intérieures ; - accroître l'efficacité, le caractère démocratique et la transparence des institutions de manière à leur permettre de s'adapter aux exigences d'une Union élargie ; - raffermir le soutien des opinions publiques à la construction européenne en répondant au besoin d'une démocratie plus proche du citoyen européen, préoccupé par les questions d'emploi et d'environnement ; - mieux assurer la mise en oeuvre du principe de subsidiarité.

At present it is difficult to predict the Union's future policy for cohesion or its financial implications, even for the existing Union; as regards the enlarged Union, theoretical estimates based on extrapolation of present arrangements cannot be a valid basis.
