The Regional Convention on pan-Euro-Mediterranean preferential rules of origin, hereinafter referred to as ‘the Convention’, aims at replacing the protocols on rules of origin currently in force among the countries of the pan-Euro-Mediterranean area.

In the South, the Euro Mediterranean Partnership , which started in 1995, helped to lay the ground for a free trade zone which will be completed in a few years’ time. Cooperation was established in a wide range of areas such as civil protection, culture, youth exchanges, and gender issues. Its successor, the Union for the Mediterranean (UfM) was launched in July 2008 to give a new impetus in three important ways: a) by upgrading the political level of the EU's relationship with its Mediterranean partners; b) by providing for further co-ownership through a system of co-presidency (one from the EU and one from the Mediterranean partner side), a dedicated Secretariat and a Joint Permanent Committee and c) by making these relations more concrete and visible through large-scale regional and sub-regional projects relevant for the citizens of the region.
Au sud, le partenariat euro-méditerranéen , lancé en 1995, a contribué à préparer le terrain en vue de l'avènement d'une zone de libre-échange, qui sera parachevée d'ici quelques années. Une coopération a été instaurée dans un large éventail de domaines, allant de la protection civile à la dimension hommes-femmes, en passant par la culture et les échanges de jeunes. L 'Union pour la Méditerranée , qui lui succède, a été lancée en juillet 2008, en vue de donner un nouvel élan dans trois grandes directions: a) en rehaussant le niveau politique des relations de l'UE avec ses partenaires méditerranéens; b) en prévoyant un meilleur partage des responsabilités grâce à un système de coprésidence (un président de l'UE et un président issu des partenaires méditerranéens), un secrétariat à part entière et un comité permanent conjoint et c) en rendant ces relations plus concrètes et plus visibles au moyen de projets régionaux et sous-régionaux à grande échelle présentant un intérêt pour les citoyens de la région.

The extension of the system of cumulation is desirable making it possible to use materials originating in the Community, Bulgaria, Romania, Iceland, Norway, Switzerland (including Liechtenstein), the Faeroe Islands, Turkey or in any other country which is a participant in the Euro-Mediterranean partnership, based on the Barcelona Declaration adopted at the Euro-Mediterranean Conference held on 27 and 28 November 1995, in order to develop trade and promote regional integration.

The Action Plans will build on existing bilateral or regional initiatives, such as the EU-Russia Energy Dialogue, the Tacis-funded Inogate programme dealing with the Caspian basin (oil and gas pipeline systems); energy co-operation in the context of the Euro-Mediterranean partnership (in particular the creation of a Euro-Maghreb electricity market, which could be complemented with a gas market, and the agreed Euro-Mediterranean energy networks); enhanced energy co-operation between Israel and the Palestinian Authority; increased gas co-operation in the Mashrek region (all in the Euro-Mediterranean context), as well as Moldova's observer status in the South East Europe Regional Energy Market initiative.

Eastward enlargement and the EU's Mediterranean strategy; the role of civil society in the political and economic challenges facing the Euro-Mediterranean region; social cohesion in the enlargement countries, the Euro-Mediterranean region and the new neighbouring countries: three key themes that are to discussed during the forthcoming joint conference that has been organised by the European Economic and Social Committee (EESC) and the Consiglio Nazionale dell'Economia e del Lavoro - Italy's Economic and Social Council (CNEL) entitled "the role of civil society in Euro-Mediterranean Policy after enlargement".

Mediterranean countries: The Fifth Euro-Mediterranean Ministerial Conference on 22-23 April 2002, marking the renewal of the Barcelona Process, adopted an action plan for the development of the Euro Mediterranean partnership in association with the regional strategy (2002-2006) for the Mediterranean region.

On these topics proposals for a working method are made, including: - The establishment of a Euro-Mediterranean Energy Forum for the joint management of energy cooperation through the creation of a framework for meetings and exchange of information between the members of the Partnership, as well as through the association of concerned enterprises; - The commitment to start consultations with the Mediterranean partners, still not members of the European Energy Charter, in view of their possible participation as observers to the works of the Conference of the Charter; - The study of possible mechanisms to promote energy investments in the Mediterranean region; - In the context of the Partnership Agreements, the establishment of cooperation with the countries concerned for the realisation of Trans- European Energy Networks' projects of common interest; The structuring role of the energy sector in the Euro-Mediterranean partnership was recognised at the Euro-Mediterranean Conference in Barcelona on 27 and 28 November 1995 and it was decided to strengthen the cooperation and to study in greater detail the dialogue in the field of the energy policies.
