As far as Hong Kong is concerned, this would best be achieved through regular dialogue, for which the arrangements might be as follows: (a) meetings should be held annually; (b) there should be an adequate level of representation from the European Commission and the Hong Kong government; and (c) the agenda for each meeting should cover the full range of practical issues in the relationship and be agreed in advance by both sides.
