1. This Decision establishes, for 2016-20, a programme on interoperability solutions for European public administrations, businesses and citizens (hereinafter referred to as ‘the ISA programme’).
1. La présente décision établit, pour la période 2016-20, un programme concernant des solutions d'interopérabilité pour les administrations publiques, les entreprises et les particuliers en Europe (ci-après dénommé le programme ISA).

A new Union Programme on interoperability solutions and common frameworks for European public administrations, businesses and citizens (the ‘ISA Programme’) is therefore needed to develop, maintain and promote a holistic approach to interoperability in order to eliminate fragmentation in the interoperability landscape and avoid electronic barriers in the Union, to facilitate efficient and effective electronic cross-border or cross-sector interaction between European public administrations on the one hand, and between European public administrations and businesses and citizens on the other, to identify, create and operate interoperability solutions supporting the implementation of Union policies and activities, and to facilitate the re-use of interoperability solutions by European public administrations.
Un nouveau programme de l'Union concernant des solutions d'interopérabilité et des cadres communs pour les administrations publiques, les entreprises et les citoyens européens (ci-après dénommé «programme ISA » ) est donc nécessaire pour développer, maintenir et promouvoir une approche globale de l'interopérabilité en vue d'éliminer le morcellement du paysage de l'interopérabilité et de supprimer les obstacles électroniques dans l'Union, de faciliter une interaction électronique transfrontalière ou transsectorielle efficace et effective entre les administrations publiques européennes, d'une part, et entre celles-ci et les citoyens et les entreprises, d'autre part, de définir, de créer et d'exploiter des solutions d'interopérabilité qui contribuent à la mise en œuvre des politiques et activités de l'Union, et de faciliter la réutilisation de solutions d'interopérabilité par les administrations publiques européennes.

(b) facilitate efficient and effective electronic cross-border or cross-sector interaction between European public administrations on the one hand, and between European public administrations and businesses and citizens on the other, and to contribute to the development of a more effective, simplified and user-friendly e-administration at the national, regional and local levels of public administration;

(15) The participating Member States should give the European Patent Office certain administrative tasks relating to European patents with unitary effect, in particular as regards administration of requests for unitary effect, the registration of unitary effect and of any limitation, licence, transfer, revocation or lapse of European patents with unitary effect, the collection and redistribution of renewal fees, the publication of translations for information purposes during a transitional period and the administration of a compensation scheme of translation costs for applicants filing European patent applications in a language other than one of the official languages of the European Patent Office.

On 6 September 2001, the European Parliament adopted a resolution on the European Ombudsman's Special Report to the European Parliament. This followed the own-initiative inquiry into the existence and the public accessibility, in the various Community institutions and bodies, of a Code of Good Administrative behaviour (C5-0438/2000 - 2000/2212(COS) - A5-0245/2001 ).
