The conclusion of this Communication, which is addressed to the Council, the European Parliament, the Economic and Social Committee and the Committee of the Regions is that existing European securities law, once fully in force, should allow the technical creation of a pan-European stock market aimed at promoting shareholdings in Europe's fastest growing small and medium-sized enterprises (SMEs) thus improving their access to long-term equity capital.
