10. In the latter case, do Article 2(1) of Directive 2000/13/EC and Article 9(1) and (2) of Directive 2009/54/EC, (2) together with Annex III to the latter directive, read in the light of the equivalence established between sodium and salt in the annex to Regulation (EC) No 1924/2006, infringe the first subparagraph of Article 6(1) of the Treaty on the European Union, read with Article 11(1) (freedom of expression and information) and Article 16 (freedom to conduct a business) of the Charter of Fundamental Freedoms of the European Union, and Article 19 of the European Convention for the Protection of Human Rights and Fundamental Freedoms, by prohibiting a distributor of mineral water from placing on his labels and advertising material any indication as to the low salt content or sodium chloride content, which could be that of his product that is high in sodium bicarbonate, inasmuch as that indication would be likely to mislead the purchaser in regard to the total sodium content of the water?’

CONSIDERING the necessity of promoting investment in the Republic of Tajikistan, including in the energy and water management sectors, confirming the importance attached by the Community, its Member States and the Republic of Tajikistan to the European Energy Charter, and to the full implementation of the Energy Charter Treaty and the Energy Charter Protocol on energy efficiency and related environmental aspects,
CONSIDÉRANT la nécessité de promouvoir les investissements en République du Tadjikistan, notamment dans le secteur de l'énergie et de la gestion de l'eau, confirmant l'attachement de la Communauté, de ses États membres et de la République du Tadjikistan à la charte européenne de l'énergie et à la mise en œuvre intégrale du traité sur la charte de l'énergie et du protocole de la charte de l'énergie sur l'efficacité énergétique et les aspects environnementaux connexes.

It should therefore be incorporated into Amendment No 3 by the GUE/NGL and a new paragraph be added stating: ‘Decisions need to be adopted to ensure that those responsible for disasters pay the full costs of them: owners, charterers, owners of the cargo and classification societies, and in the interests of security, to ban flags of convenience in European waters’.

Non-compliant vessels must be denied access to European waters, the responsibility of polluters, shipowners or charterers must be determined in line with the principle of the “polluter pays”, maritime supervision must be strengthened to prevent any degassing, thorough and reliable inspection of tankers must be required, an appropriate “natural disasters” budget line must be re-established for Member States and, in the meantime, Community aid released on an exceptional basis and the French departments affected by the disaster should be made eligible for Structural Funds.
Il faudrait interdire aux navires non conformes l'accès aux eaux européennes, déterminer la responsabilité des pollueurs, armateurs, affréteurs au nom du principe "pollueur-payeur", renforcer la surveillance maritime pour éviter tout dégazage, imposer un contrôle sérieux et fiable des navires-citernes, rétablir une ligne budgétaire "catastrophes naturelles" conséquente, pour les pays membres, et, en attendant, débloquer une aide communautaire exceptionnelle et rendre éligibles aux Fonds structurels les départements sinistrés.

The European Commission chartered the fishing patrol vessel "Northern Desire" for a period of four and a half months, starting mid-May and finishing at the end of September, in order to serve as an inspection platform for monitoring the drift-net fishery in the Mediterranean as well as albacore campaign in international waters of the North East Atlantic.
