If a refugee comes into Canada, they're established as a convention refugee and they didn't have documentation, I would say that to get to that stage the refugee board, Immigration Canada, has already said they know they don't have any documentation, so wouldn't we have to say you shouldn't have to go through every hurdle because of that different status at every single length?
