If a refugee comes into Canada, they're established as a convention refugee and they didn't have documentation, I would say that to get to that stage the refugee board, Immigration Canada, has already said they know they don't have any documentation, so wouldn't we have to say you shouldn't have to go through every hurdle because of that different status at every single length?
Si un revendicateur de statut de réfugié entre au Canada sans document et que l'on confirme qu'il est réfugié au sens de la Convention, je crois que la Commission du statut de réfugié d'Immigration Canada aurait déjà confirmé l'absence de document.
