I will confine myself to adding to the proposals of the Committee on Legal Affairs, together with Mrs Niebler – the shadow rapporteur who really has done an excellent job, as was clear from her speech yesterday too – an amendment which I feel to be particularly important, seeking to maker clearer the definition of operator, which, as the text is currently worded, does not make it possible to exclude banks and other financial institutions involved from liability for environmental damage caused by financial operators.
Aux propositions de la commission juridique et du marché intérieur, je me contenterai d’ajouter, avec Mme Niebler - le rapporteur fictif, qui a vraiment réalisé un travail excellent, comme elle l’a notamment démontré dans son intervention d’hier -, un amendement que je trouve particulièrement important et qui vise à préciser davantage la définition d’exploitant, laquelle, dans sa formulation actuelle, ne permet pas d’exclure l’implication des banques et d’autres institutions financières dans le cadre de responsabilités pour des dommages environnementaux provoqués par des acteurs financiers.
