In particular, it criticizes the fact that in some cases the Community pays for "fishing opportunities which do not correspond to the stocks that actually exist" (as Greenland has the right to reduce quotas because of unfavourable biological circumstances while the amount of financial compensation remains unaffected) and, in other cases, it pays for quotas that are scarcely used by Community shipowners.
