TRADUCTIONS EN CONTEXTE

(r) The EU’s external financial instruments should be used both as incentives and deterrents (for example, freezing funds) with regard to freedom of religion or belief in a particular country, as this forms an integral part of the assessment of the overall human rights situation in the country; in the event of a serious deterioration of the human rights situation, including that as regards freedom of religion or belief, the EU should apply the existing human rights clauses in EU external agreements with the country concerned; the use of human rights clauses in EU external agreements has to be binding and systematically integrated into all agreements of the EU with third countries;

14. Reaffirms its call on the Kazakh authorities to follow through with enforcement of the existing Human Rights Action Plan, drawing on the recommendations of the Venice Commission and making use of EU technical assistance under the Rule of Law initiative; encourages and supports Kazakhstan in its efforts to develop a new Human Rights Action Plan for 2013-2020; invites the Kazakh authorities to collaborate with NGOs;
14. réitère son appel au gouvernement kazakh afin qu'il applique dans son intégralité son plan d'action sur les droits de l'homme en s'inspirant des recommandations de la commission de Venise et en utilisant l'assistance technique que l'Union européenne met à sa disposition dans le cadre de son initiative en faveur de l'état de droit; encourage et soutient les efforts du Kazakhstan visant à élaborer un nouveau plan d'action pour les droits de l'homme pour 2013-2020; invite les autorités kazakhes à collaborer avec les ONG;

Calls on the EU to prioritise a more effective implementation of the existing tools and mechanisms for a coherent and systematic protection of human rights defenders within the European Union; recommends that the High Representative of the European Union for Foreign Affairs and Security Policy develop measures and a more effective and result-oriented methodology, including evaluations of existing human rights policies and dialogues;
2. appelle l'UE à donner la priorité à une mise en œuvre plus efficace des instruments et mécanismes existants pour une protection cohérente et systématique des défenseurs des droits de l'homme dans l'Union européenne; recommande que le Haut représentant de l'Union européenne pour la politique étrangère et de sécurité commune s'attelle à élaborer des mesures et une méthode plus efficaces et davantage axée sur les résultats dans ce domaine, comprenant des évaluations des dialogues et des politiques existant en matière de droits de l'homme;

This would not in the main create new rights but would seek to clarify and make more visible existing human rights.

Rather than create new law, the instrument should tailor the existing human rights implementation standards to the specific circumstances of people with disabilities, thereby improving access for people with disabilities to their rights.
