Your Rapporteur wants to stress that no agreement on the Multiannual Financial Framework for the period 2014 - 2020 can be finalised without reaching a political agreement on the reform of the system of own resources, due to the unity and interdependence of the revenue and expenditure sides of the Budget, and would like in this regard to remind, that adoption of the implementing measures for the system of own resources requires the consent of the European Parliament.
Votre rapporteure souhaite souligner qu'il n'est pas possible de finaliser un accord sur le cadre financier pluriannuel pour la période 2014-2020 sans parvenir à un accord politique sur la réforme du système de ressources propres, dès lors que les recettes et les dépenses inscrites au budget sont les deux faces d'une même médaille (unité et interdépendance). Elle souhaiterait rappeler à cet égard que l'adoption des mesures d'exécution du système de ressources propres est subordonnée à l'approbation du Parlement européen.

4. Welcomes the fact that the process of establishing the legal and constitutional framework of the country has almost been finalised; draws attention, however, to the fact that the deadline for harmonising the existing legal system with the new constitution has been extended for the fourth time and calls on the authorities to adopt swiftly the outstanding legislation, in particular the amendments to the legal framework on elections; calls on all political parties to reach a consensus on the draft law without further delay in line with the recommendations of the OSCE-ODIHR and the Venice Commission, and to improve the mechanism for verifying election-related complaints before the Electoral Commission or the courts; calls on the Montenegrin Parliament to urgently and significantly strengthen its capacities regarding the task of assessing whether laws proposed by the government are in line with the acquis and urges the Commission to provide the necessary technical assistance in this regard within the framework of the Instrument for Pre-Accession; urges the government to make the process of law-making more transparent and publicly accessible;
4. se félicite que la mise en place du cadre juridique et constitutionnel du pays touche bientôt à sa fin; souligne toutefois que le délai d'adaptation de l'ordre juridique existant à la nouvelle Constitution a été reporté pour la quatrième fois et invite les autorités à adopter rapidement les textes en souffrance, et notamment les modifications de la législation sur les élections; demande à tous les partis politiques de trouver sans plus tarder un consensus sur le projet de loi, comme le préconisent les recommandations du Bureau des institutions démocratiques et des droits de l'homme de l'OSCE (BIDDH) ainsi que la commission de Venise, et d'améliorer le mécanisme d'examen des plaintes électorales devant la commission électorale ou devant les tribunaux; demande au Parlement monténégrin de renforcer considérablement et sans délai les moyens dont il dispose pour vérifier si les lois que propose le gouvernement sont conformes à l'acquis, et insiste auprès de la Commission pour qu'elle procure au Parlement monténégrin l'assistance technique dont il a besoin à cet effet dans le cadre de l'instrument d'aide de préadhésion (IAP); demande instamment au gouvernement du Monténégro de rendre le processus législatif plus transparent et accessible aux citoyens;

Of course, much work remains to be done, particularly on the career structure, but I am now confident that in the Autumn we will reach a high degree of consensus on this issue and make it possible for the Reform package to be finalised without great delay.
