The Participants providing interest rate support shall comply with the financial terms and conditions of this Sector Understanding and shall require any bank or any other financial institution which is a party to the interest supported transaction to participate in that transaction only on terms that are consistent in all respects with the financial terms and conditions of this Sector Understanding.

7. Endorses the Commission’s intention to bring forward a proposal on ‘non-financial disclosure’ by businesses which will enable the EU to encourage European businesses to apply the UN Guiding Principles on Business and Human Rights and the UN Global Compact; welcomes the fact that this proposal is based on a wide-ranging public consultation as well as on a series of workshops with relevant stakeholders; stresses that use of the term ‘non-financial’ should not disguise the real financial consequences for businesses in terms of social, environmental and human rights impacts; points out that the impact of business action and social involvement can also be measured in financial terms; calls for a proposal which places the EU at the heart of the many current international initiatives on corporate sustainability reporting and which is fully in line with the objective of making integrated reporting, as currently developed by the International Integrated Reporting Council (IIRC), the global norm by the end of the decade; stresses, however, that any solution chosen must not create excessive administrative burdens, particularly for SMEs; believes that the philanthropic activities of businesses should not generate red tape and costs that could jeopardise their voluntary commitments; welcomes the goal of exposing human rights violations and criminal schemes, and urges states to punish such activity with utmost rigour;
7. soutient l’initiative de la Commission de présenter une proposition sur la publication des informations non financières par les entreprises, laquelle amènerait l’Union à orienter les entreprises européennes vers une application des principes directeurs des Nations unies relatifs aux entreprises et aux droits de l’homme et du pacte mondial des Nations unies; se félicite de ce que cette proposition repose sur une large consultation publique ainsi que sur une série d’ateliers organisés avec les parties concernées; précise que le recours à l’expression "non financier" ne devrait pas masquer les conséquences financières réelles pour les entreprises de leur impact sur le plan social, environnemental et des droits de l’homme; souhaite attirer l’attention sur le fait que les conséquences de l’action des entreprises et de leur engagement envers la société se mesurent aussi en termes financiers; demande une proposition ambitieuse qui place l’Union européenne au cœur des nombreuses initiatives internationales actuelles préconisant un rapport par les entreprises sur leur caractère durable et qui réponde pleinement à l’objectif de faire du rapport intégré, actuellement mis au point par le Comité international sur l’information intégrée, la norme internationale d’ici à la fin de la décennie; souligne toutefois que la solution retenue ne doit pas entraîner de charges administratives excessives, en particulier pour les PME; estime que les actions philanthropiques des entreprises ne devraient pas entraîner de formalités ni de coûts administratifs, qui risqueraient de miner leurs engagements volontaires; salue l’objectif de dévoiler les violations des droits de l’homme et les agissements criminels et demande instamment aux États de sanctionner un tel comportement avec toute la sévérité qui s’impose;

The financial statement provided for in Article 28 of the Financial Regulation will reflect in financial terms the objectives of the proposed programme and include a schedule covering the duration of the programme.

Such an endeavour must be worth something to us – not only in terms of what we ourselves, or politicians, put into it, not only in terms of drumming up people's support, but also in terms of figures in black and white, by which the project must be backed up; it means that we also, of course, have to give thought to how we can set out, including in financial terms, the individual steps that must be taken. That is not just a fear on the part of the public, but an important issue.
