The Minister shall, as soon as possible after the termination of each fiscal year and in any event not later than December 31 of the next fiscal year, make a report respecting the administration and operation of this Act for that fiscal year, including all relevant information on the extent to which provincial health care insurance plans have satisfied the criteria, and the extent to which the provinces have satisfied the conditions, for payment under this Act and shall cause the report to be laid before each House of Parliament on any of the first fifteen days on which that House is sitting after the report is completed.

40 (1) The Chairperson shall submit an annual report on the work of the Tribunal in a fiscal year and its projected activities for the following fiscal year to the Minister within six months after the end of that fiscal year, including the financial statements of the Tribunal and any report on them of the Auditor General of Canada.

Supports all of the Court of Auditors recommendation with regard to Heading 4, in particular for the improvement of supervisory and control systems with regard to the clearing of advances, while recalling that the Union's external assistance is implemented partly by entities external to the Union, often under difficult conditions, including crises and conflicts, and requires a certain amount of adaptability, flexibility, and speed to be effective; is, nevertheless, concerned about the results and impact of existing controls and urges the European Commission to strengthen them to improve the results and effectiveness of European assistance implemented by third parties of which, during the fiscal year 2012, 796 million euros are provided as budgetary support and 1.4 billion euros to international organisations; asks the Commission to provide more information on the management of these funds in recipient countries and organisations;
