In view of the conclusions reached with regard to the likelihood of continuation of dumping and injury, it follows that, in accordance with Article 11(2) of the basic Regulation, the anti-dumping measures applicable to imports of certain seamless pipes and tubes of stainless steel originating in the PRC, imposed by Implementing Regulation (EU) No 1331/2011, should be maintained.

Following an anti-dumping investigation (‘the original investigation’), by Regulation (EU) No 1331/2011 , the Council imposed a definitive anti-dumping duty on imports of certain seamless pipes and tubes of stainless steel originating in the People's Republic of China (‘the PRC’ or ‘country concerned’).
À la suite d'une enquête antidumping (ci-après l'«enquête initiale»), le Conseil a institué, par le règlement d'exécution (UE) no 1331/2011 , un droit antidumping définitif sur les importations de certains tubes et tuyaux sans soudure en acier inoxydable originaires de la République populaire de Chine (ci-après la «RPC» ou le «pays concerné»).

Following the publication of a notice of impending expiry of the anti-dumping measures in force on the imports of certain seamless pipes and tubes of stainless steel (‘SSSPT’) originating in the PRC, the Commission received a request for the initiation of an expiry review under Article 11(2) of Regulation (EU) 2016/1036 (‘the basic Regulation’).
À la suite de la publication d'un avis d'expiration prochaine des mesures antidumping en vigueur sur les importations de certains tubes et tuyaux sans soudure en acier inoxydable originaires de la RPC, la Commission a reçu une demande d'ouverture d'un réexamen au titre de l'expiration des mesures conformément à l'article 11, paragraphe 2, du règlement (UE) 2016/1036 (ci-après le «règlement de base»).

6. Requests that the Commission provide in the short term a report on the major challenges facing the steel industry in Europe, including social, economic and environmental aspects; recalls in this connection that, following the expiry of the Treaty establishing the European Coal and Steel Community, the Commission is entitled to address the economic and social impact of developments in the European steel industry; calls on the Commission to take on board positive experience, in particular as regards the tripartite strategic considerations and research;
6. demande à la Commission de présenter à brève échéance un rapport sur les principaux défis auxquels est confrontée l'industrie sidérurgique en Europe, sans oublier de traiter notamment les volets social, économique et environnemental; rappelle à cet égard qu'à la suite de l'expiration du traité instituant la Communauté européenne du charbon et de l'acier, la Commission se voit conférer le droit de trouver une réponse à l'impact économique et social des évolutions dans l'industrie sidérurgique européenne; demande à la Commission de tenir compte des expériences positives, notamment en ce qui concerne les examens stratégiques et les activités de recherche tripartites;

40. Considers that trade negotiations should promote the economic and strategic interests of the Union and its Member States and should follow a reciprocal approach under which considerations such as access to new markets, access to raw materials, risk of carbon and investment leakages, the level playing field and leakages of know-how are taken into account; considers that the strategies should reflect the differences between developed, major emerging and least developed countries’ economies; stresses that access to new export markets in growing economies where European steel can be sold without encountering trade barriers will be of decisive significance for the European steel industry’s potential for growth and development; deplores the fact that some of our trading partners apply unfair, restrictive measures, such as investment limitations and public procurement preferences that protect domestic steel industries, which unduly hamper EU steel exports; also deplores the fact that, since the global crisis started in 2008, there has been increasing intensification of the protectionist measures used by many third countries to support their steel industries;
40. estime que les négociations commerciales devraient promouvoir les intérêts économiques et stratégiques de l'Union et de ses États membres et suivre une approche réciproque qui tienne compte de considérations telles que l'accès aux nouveaux marchés, l'accès aux matières premières, le risque de fuites de carbone et d'investissements, l'égalité des conditions de concurrence et les pertes de compétences; estime que les stratégies devraient refléter les différences entre les économies des pays développées, des grands pays émergents et des pays les moins avancés; souligne que l'accès aux nouveaux marchés d'exportation des économies émergentes, où l'acier européen pourra être vendu sans rencontrer d'obstacle commercial, sera crucial pour le potentiel de croissance et de développement de la sidérurgie européenne; déplore que certains partenaires commerciaux de l'Union appliquent des mesures déloyales et restrictives, notamment des restrictions à l'investissement et l'octroi préférentiel des marchés publics afin de protéger les entreprises sidérurgiques nationales, ce qui pénalise injustement les exportations d'acier de l'Union; déplore en outre que l'on assiste, depuis le début de la crise mondiale en 2008, à une intensification croissante des mesures protectionnistes appliquées par de nombreux pays tiers en vue de soutenir leur industrie sidérurgique;

Recalls that the Commission is entitled, following the expiration of the ECSC Treaty, to address the economic and social impact of developments in the European steel industry, and calls on the Commission to take into account the positive experience of the ECSC and to establish a tripartite body (trade unions, industry and the Commission) to work towards further development of the European steel industry, to ensure anticipation, consultation and the provision of information to workers and to secure full compliance with the legal requirements of the European Works Council Directive;
