In 2001, commitments under the Cohesion Fund for TEN in the transport sector totalled EUR 1 318 million, distributed among the Member States as follows: 61.5% for Spanish projects, 16.5% for Portuguese projects, 16.2% for Greek projects and 5.7% for Irish projects.

In addition, Greek projects will continue to benefit from financing provided by the thematic EU-wide programmes such as the Connecting Europe Facility (CEF) in the area of energy and transport, Horizon 2020 for research and innovation, the Programme for the Competitiveness of Enterprises and SMEs, or the LIFE programme for environment and climate action.

Commitments in 2000 for Greek projects in the field of transport amounted to EUR126 566 571 and those in 2001 from the appropriations carried over from 2000 to EUR145 150 416, a total of EUR271 716 987 instead of the approximately EUR223.5 million which corresponds to 50% of the appropriations planned (i.e. the mid-point of the bracket laid down at the Berlin European Council for the distribution of the appropriations allocated to each beneficiary country under the Cohesion Fund for 2000-06).

By letter dated 11 December 2000 Greece submitted the draft Operational Programme for the environment, which includes the strategic reference framework for Greek projects in the field of environmental protection to be part-financed by the Cohesion Fund.

In reply to my previous question (P-0545/02 ) on the Thessaloniki underground, the Commission explained that the European Investment Bank (EIB) and the commercial banks had asked that the concessionaire make certain changes. Under these changes, a financial contribution by the shareholders of the consortium which has undertaken the project were to be a condition for approval of the plan for financing the project in question. This contribution has, however, still not been made, nor have the Greek authorities submitted the financing plan making provision for co-funding of the project on the basis of the Structural Funds for the programming period 2000-2006.
