Those Annexes concern provisions on feed business operators obligations related to the manufacture, storage, transport and placing on the market of medicated feed and intermediate products, the incorporation of the veterinary medicinal product into feed, the labelling particulars for medicated feed and intermediate products, the permitted tolerances for the compositional labelling of medicated feed or intermediate products and the specimen form to be used for the veterinary prescription.

(37) In order to ensure quality, traceability and compliance with this Regulation and adaptation to technical developments, the power to adopt certain acts should be delegated to the Commission in respect of establishing rules amending or supplementing the specific production rules for processed food and feed as regards the procedures to be followed, preventive measures to be taken, the composition of processed food and feed, cleaning measures, the placing on the market of processed products including their labelling and identification, separation of organic products, agricultural ingredients and feed materials from non-organic products, agricultural ingredients and feed materials, the list of non-organic agricultural ingredients which may exceptionally be used in the production of organic processed products, calculation of the percentage of agricultural ingredients, and the techniques used in food or feed processing.
(37) Afin de garantir la qualité, la traçabilité, la conformité au présent règlement et l'adaptation au progrès technique, il convient de déléguer à la Commission le pouvoir d'adopter certains actes en ce qui concerne l'établissement de règles modifiant ou complétant les règles de production particulières applicables aux denrées alimentaires et aux aliments pour animaux transformés pour ce qui est des procédures à suivre, des mesures préventives à prendre, de la composition des denrées alimentaires et aliments pour animaux transformés, des mesures de nettoyage, de la mise sur le marché des produits transformés (y compris leur étiquetage et leur identification), de la séparation des produits biologiques, des ingrédients agricoles et des matières premières pour aliments des animaux issus de produits non biologiques, des ingrédients agricoles et des matières premières pour aliments des animaux, de la liste des ingrédients agricoles non biologiques pouvant exceptionnellement être utilisés dans la production de produits transformés biologiques, du calcul du pourcentage d'ingrédients agricoles, ainsi que des techniques utilisées pour la transformation des denrées alimentaires et des aliments pour animaux.

(7) Where a feed is identical as to kind with another feed of the same manufacturer but is guaranteed to contain a different level of protein from the other feed, the brand of the feed shall be different from the brand of the other feed or the percentage of protein content of the feed shall form part of the name of the feed.

(2) The Minister shall sell or otherwise dispose of feed grain acquired by the Minister pursuant to subsection (1) in accordance with sound commercial practices for such price as the Minister considers reasonable with the object of recovering the costs incurred by the Minister in respect of the feed grain, including the purchase price of the feed grain, costs of handling, storage and transportation thereof and any administration costs applicable to the purchase and sale thereof minus any payments related to the cost of feed grain storage or to the cost of feed grain transportation paid by the Minister to the Minister’s own account pursuant to paragraph 6(a) in respect of the feed grain.

(5) Where a feed is a premix or supplement formulated for a unique species but may be used for more than one purpose, the feed name shall indicate each purpose for which the feed is intended or the feed name shall include the word “Multipurpose” or the words “à usages multiples” and the directions for use of the feed shall indicate each purpose for which the feed is promoted or intended to be used.

‘feed law’ means the laws, regulations and administrative provisions governing feed in general and feed safety in particular, whether at Community or national level; it covers all stages of production, processing and distribution of feed and the use of feed.

3. Where a feed which has been identified as not satisfying the feed safety requirement is part of a batch, lot or consignment of feed of the same class or description, it shall be presumed that all of the feed in that batch, lot or consignment is so affected, unless following a detailed assessment there is no evidence that the rest of the batch, lot or consignment fails to satisfy the feed safety requirement.
3.
