Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. Although less severe psychosocial stress ( life events ) may precipitate the onset or contribute to the presentation of a very wide range of disorders classified elsewhere in this chapter, its etiological importance is not always clear and in each case will be found to depend on individual, often idiosyncratic, vulnerability, i.e. the life events are neither necessary nor sufficient to explain the occurrence and form of the disorder. In contrast, the disorders brought together here are thought to arise always as a direct consequence of acute severe stress or continued trauma. The disorders in this section can thus be regarded as maladaptive responses to severe or continued stress, in that they interfere with successful coping mechanisms and therefore lead to problems of social functioning.

3. The person having a right to use a copy of a computer program shall be entitled, without the authorisation of the rightholder, to observe, study or test the functioning of the program in order to determine the ideas and principles which underlie any element of the program if he does so while performing any of the acts of loading, displaying, running, transmitting or storing the program which he is entitled to do.

La personne habilitée à utiliser une copie d'un programme d'ordinateur peut, sans l'autorisation du titulaire du droit, observer, étudier ou tester le fonctionnement de ce programme afin de déterminer les idées et les principes qui sont à la base de n'importe quel élément du programme, lorsqu'elle effectue toute opération de chargement, d'affichage, d'exécution, de transmission ou de stockage du programme d'ordinateur qu'elle est en droit d'effectuer.

2. Expenditure under the current programming period incurred by the final date of eligibility for expenditure of that programming period and relating to operations covered by the first indent of point 2.1 and by point 3 of Rule No 11 of the Annex to Regulation (EC) No 1685/2000, including ex ante evaluations referred to in Article 85 of Regulation (EC) No 1698/2005, for the preparation of rural development programmes under the new programming period, shall be, subject to the conditions laid down in points 2.2 to 2.7 and 3 of that Rule, eligible under the technical assistance component in the current operational programmes or rural development programming documents.
2. Les dépenses au titre de la période de programmation actuelle effectuées jusqu’à la date limite d’admissibilité des dépenses pour cette période de programmation et relatives aux mesures visées au point 2.1, premier tiret, et au point 3 de la règle no 11 de l’annexe du règlement (CE) no 1685/2000, y compris les évaluations ex ante visées à l’article 85 du règlement (CE) no 1698/2005, en ce qui concerne la préparation des programmes de développement rural dans le cadre de la nouvelle période de programmation, sont éligibles, sous réserve des conditions établies aux points 2.2 à 2.7 et au point 3 de ladite règle, au titre de la composante «assistance technique» des programmes opérationnels actuels ou des documents de programmation pour le développement rural.
