11. Reaffirms its support for, and urges the Commission to proceed with, the establishment of the EU Arctic Information Centre as a networked undertaking with a permanent office in Rovaniemi, with reference to the Preparatory Action ‘Strategic environmental impact assessment of the development of the Arctic’, as supported by the Commission and the High Representative of the Union for Foreign Affairs and Security Policy in their 2012 joint communication and implemented by the Arctic Centre of the University of Lapland together with a network of European centres of excellence on the Arctic, with the goal of ensuring efficient access to Arctic information, dialogues at all levels and communication for the purpose of harnessing information and knowledge with a view to sustainability in the Arctic;

(15) The Commission should be empowered to adopt delegated acts in accordance with Article 290 of the Treaty on the Functioning of the European Union in respect of the governance, management, operation, representation and funding of the electronic network, the conditions for countries outside the European Economic Area to participate in the electronic network, the minimum security standards, the use of a unique identifier, the languages used by the electronic network, the method of transmitting information between the registers ensuring cross-border access to information, the interoperability of the information and communication technologies used by the members of the electronic network, the definition of standards on format, substance and limits for storing and retrieving the documents and particulars that enables automated data exchange, the consequences of non-compliance, the method of identifying the link between a company and its foreign branch, the method of and the technical standards for the transmission of information between the register of the company and the register of the branch, the technical standards for the transmission of information between the registers and the standard forms of notification of the cross-border merger to be used by the registers.

To list some of the positive elements, efforts are being made to reduce administrative or other obstacles hampering exchange programmes for students and teachers, efforts are being made to encourage learning foreign languages, and not only English; efforts are also being made to create joint networks and services for circulating information, and, lastly, efforts are being made to encourage placements and even sporting competitions.
