Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). In the field, with our teams, I have had the opportunity to observe how difficult and dangerous demining is, and I have had the chance to work closely with Ban Advocates, these survivors or families of survivors of cluster munition accidents, who endlessly tell us of their experiences: Thoummy, from Laos who lost his hand while looking for food for his family around his village; Raed from Lebanon whose son was killed by an unexploded cluster munition during a picnic organized to celebrate his fifth birthday; young Aynalem from Ethiopia who lost his leg when some cluster munitions were released on his school, and so many others.

The prohibition in the bill on moving cluster munitions from a foreign state or territory to another foreign state or territory with the intent to transfer ownership and control differs from the prohibition on direct or indirect transfer contained in the CCM.69 The definition of transfer under the convention provides that transfer involves, in addition to the physical movement of cluster munitions into or from national territory, the transfer of title to and control over cluster munitions, but does not involve the transfer of territory containing cluster munition remnants.70

The CCM requires states that possess cluster munitions to separate these weapons from those destined for operational use and to destroy their stocks within eight years.32 States with unexploded cluster munition remnants on territory under their jurisdiction or control must mark and clear these areas and destroy any cluster munition remnants within 10 years of the convention coming into force for that state, or, if cluster munition contamination occurs after the convention’s entry into force for a state, within 10 years of the end of hostilities in which the weapons were used.33 Detailed provisions in the treaty require states to deliver adequate age- and gender-sensitive assistance to victims of cluster munitions, including medical care, rehabilitation and psychological support in accordance with applicable international human rights and humanitarian law.34 States in a position to do so must provide assistance to help other countries to fulfill their obligations.35
