The EU-US Terrorist Financing Tracking Programme (TFTP) Agreement has been a key tool to detect the movement of funds by terrorists through financial transactions or the identification of terrorist networks and affiliates.

Notes the importance given to the link between terrorism and human rights at the 31 session; condemns once more the attacks by the organisation styled ‘the Islamic state’ and all other terrorist organisations and expresses its most sincere condolences to the victims of these crimes and their families; stresses that the fight against terrorism must not under any circumstances serve as a pretext for restricting personal freedoms and fundamental rights; believes that the ‘warlike’ response by the Western countries – above all the EU and the US – far from reducing the terrorist threat only aggravates the spiral of violence; reiterates that an effective plan to fight against terrorism cannot be implemented until such time as we put a stop to the funding of terrorist organisations, including by suspending all trade or partnerships agreements with countries supporting these organisations; emphasises, furthermore, the importance of strengthening public intelligence, security and justice services, but also the need to implement prevention programmes and establish centres funded by governments to detect at an early stage the recruitment methods of terrorist sects, put an end to the recruitment channels and allow the rehabilitation of persons recruited by these organisations; recalls that the right to safety and security is fundamental and condemns any public policy seeking to discriminate against part of the population on the basis of its origin or religion;

Draws attention to the fact that displacement due to conflicts, natural disasters or environmental degradation leaves certain populations particularly vulnerable; stresses that refugees, internally displaced persons, victims of trafficking and other migrants caught in crises that endanger their lives must be afforded suitable protection of their human rights; expresses its deep concern regarding the unprecedentedly high number of refugees, externally displaced persons and migrants in the world today, and calls on the global community to use the World Humanitarian Summit to mobilise the necessary financial and operational resources to meet this challenge by specifically focusing on its root causes; highlights the importance of interreligious and intercultural dialogues in tackling massive refugee flows; calls on the EU and its Member States to prioritise the global refugee crisis in its policies and positions regarding the Summit, with a view to tackling the consequences of, and underlying reasons for, this flood of refugees; with this in view, urges the World Humanitarian Summit to call for more efficient ways to combat human trafficking and clamp down on recruitment and funding for terrorist groups by preventing and suppressing the recruiting, organising, transporting, and equipping of terrorist fighters, and the financing of their travel and activities; underlines the necessity and importance of rapid action together with a long-term concrete and comprehensive action plan to be applied in cooperation with third countries and local, national and regional actors for an effective and efficient approach with regard to the organised criminal networks of migrant smugglers; notes that Article 14(1) of the Universal Declaration of Human Rights guarantees the right to seek and enjoy asylum, and stresses the obligation of states not to practise refoulement towards refugees; stresses the need for the EU, its Member States and all international actors to comply ful ...

Calls on the EU to increase its cooperation with regional partners in order to curb arms trafficking, targeting in particular the countries where terrorism originates, and to follow closely the export of armaments that could be exploited by terrorists; also calls for foreign policy tools and engagement with third countries to be strengthened with a view to countering the financing of terrorist organisations; draws attention to the conclusion of the G20 Summit of 16 November 2015, which calls on the Financial Action Task Force (FATF) to act more swiftly and efficiently when it comes to cutting off funding for terrorist organisations;

Welcomes the involvement of some countries of the MENA region in the international coalition against ISIL/Da'esh; urges their governments and the international community to redouble their efforts to prevent the financing of international terrorism and wars in Syria and Libya; reiterates its call on all countries of the region to prevent individuals and private and public entities from funding or facilitating funding of terrorist organisations or Syrian individuals or companies affiliated to the Syrian Government currently under EU sanctions, which must be sufficiently severe; calls for their participation in schemes for regional cooperation in monitoring capital movements, establishing collaboration between the Gulf Cooperation Council (GCC), the LAS, the OIC and the EU institutions; stresses the urgent need to introduce an efficient system of penalties coordinated with the LAS, OIC and GCC so as to put an end to ISIL/Da’esh financing by international actors and commercialisation of illegally produced oil by the terrorist organisation; stresses also, in this regard, the urgent need for increased cooperation between customs authorities at the border of Turkey, Iraq and Syria to prevent ISIL/Da’esh from selling illegal oil;

Some religious preachers, who should be messengers of peace, brotherhood and understanding, preach and support terrorism, recruit terrorists and collect funds for terrorists.
