The EP has consistently highlighted the potential in this area, not least in addressing energy efficiency while combatting fuel poverty through a comprehensive insulation programme. Estimates for the employment effect of the Energy Performance of Buildings Directive pointed to the creation of a possible 2 million jobs, many of which would, by definition, not be off-shored and the Energy Efficiency Directive added further impetus.
