Dans le but de contribuer à leur succès, il a adopté, sur la base d'un exposé de la Commission les décisions et les orientations suivantes pour le court, le moyen et le long terme : Pour faire face aux besoins alimentaires et sanitaires urgents signalés par les autorités de l'Union, la Communauté mettra à la disposition de l'URSS une aide alimentaire, jusqu'à un montant de 750 MECUs, dont 250 MECUs sous forme de dons au titre du budget agricole 1990 et pour le reste, sous forme de garantie de prêts à moyen terme selon les modalités à arrêter par le Conseil ECOFIN le 17 décembre.
