Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. A Member State requesting or receiving financial assistance from one or several other States, the IMF, the EFSF, the EFSM or the ESM shall prepare in agreement with the Commission - acting in liaison with the ECB and, where appropriate, with the IMF - a draft macroeconomic adjustment programme which shall build on and substitute any economic partnership programmes under Regulation (EU) No ./2012 [on common provisions for monitoring and assessing draft budgetary plans and ensuring the correction of excessive deficit of the Member States in the euro area], which shall also include annual budgetary target. The draft macroeconomic adjustment programme shall addresses the specific risks emanating from that Member State for the financial stability of the euro area and shall aim at rapidly re-establishing a sound and sustainable economic and financial situation and restoring its capacity to finance itself fully on the financial markets. The draft macroeconomic adjustment programme shall be based on the assessment of the sustainability of the government debt and shall take due account of the recommendations addressed to the Member State concerned under Articles 121, 126, 136 and/or 148 TFEU - and its actions to comply with them - while aiming at broadening, strengthening and deepening the required policy measures. The draft macroeconomic adjustment programme shall respect the practices and institutions for wage formation and industrial relations in the Union and shall, where possible, take into account the national reform programme of the Member State concerned in the context of the Union strategy for growth and jobs. The draft macroeconomic adjustment programme shall fully observe Article 151 TFEU and Article 28 of the Charter of Fundamental Rights of the European Union.

(Le document est déposé) Question n 141 Mme Kirsty Duncan: En ce qui concerne les changements climatiques ainsi que la sécurité internationale et nationale: a) quelles seront, selon les prévisions du gouvernement, les répercussions éventuelles sur des régions actuellement stables du monde de phénomènes liés aux changements climatiques tels que, sans s’y limiter, (i) la montée du niveau des océans, (ii) l’augmentation du nombre des phénomènes météorologiques extrêmes, (iii) l’augmentation de la propagation des maladies infectieuses, (iv) l’augmentation du nombre de réfugiés environnementaux; b) quelles seront, selon les prévisions du gouvernement, (i) les conséquences des répercussions définies en a)(ii), a)(iii) et a)(iv) sur les missions militaires à l’intérieur du pays, (ii) les conséquences de a)(i), a)(ii), a)(iii), a)(iv) et b)(i) sur la capacité de l’armée à intervenir et sur la disponibilité de troupes pour des missions non liées à des conflits résultant de phénomènes liés aux changements climatiques; c) quelles seront, selon les prévisions du gouvernement, les répercussions éventuelles sur des États déjà affaiblis de phénomènes liés aux changements climatiques tels que, sans s’y limiter, (i) la montée du niveau des océans, (ii) les phénomènes météorologiques extrêmes, (iii) la propagation des maladies infectieuses; d) quelle sera, selon les prévisions du gouvernement, l’étendue des répercussions que les changements climatiques pourraient avoir sur des État déjà affaiblis et, notamment, mais sans s’y limiter, en termes (i) d’augmentation du nombre des territoires dénués de gouvernement, (ii) d’augmentation du nombre des États affaiblis et défaillants, (iii) d’augmentation du nombre des conflits, (iv) d’augmentations des migrations; e) quelle sera, selon les prévisions du gouvernement, la répercussion des conséquences définies en d) sur la sécurité nationale du Canada; f) quelles seront, selon les prévisions du gouvernement, les nations les plus affectées ...

1. When an offence has been committed in a Member State with a vehicle which is registered in another Member State, and the case is not sanctioned and closed immediately by an authority which is in charge of pursuing the offence in the State of offence, the competent authority in that State shall send the vehicle registration number and information concerning the place and date of the offence to the competent authority in the other Member States or the State of residence if this can be identified. It shall do so in the same circumstances and under the same conditions in which it would pursue that offence if committed with a vehicle registered in its own territory.

Lorsqu'une infraction a été commise dans un État membre avec un véhicule immatriculé dans un autre État membre, et que l'affaire n'est pas sanctionnée et close immédiatement par une autorité chargée des poursuites en cas d'infraction dans l'État d'infraction, l'autorité compétente de cet État envoie le numéro d'immatriculation et les informations concernant la date et le lieu de l'infraction à l'autorité compétente dans les autres États membres ou dans l'État de résidence si celui-ci peut être déterminé, dans les cas et dans les conditions où elle poursuivrait l'infraction si elle avait été commise avec un véhicule immatriculé sur son territoire.

The Member State of supply would have to forward the VAT collected to the importing Member State. Where the Member State of arrival of the goods applies a rate of more than 15%, that additional VAT will accrue to that Member State; where the Member State of arrival of the goods applies a rate lower than 15% because of the application of one or more reduced VAT rates or the zero rate in certain Member States, the Member State of the purchaser will allow a credit to the taxable person making the intra-Community acquisition.
Si l'État membre d'arrivée des marchandises applique un taux de plus de 15 %, le paiement de cette TVA supplémentaire incombera à cet État membre; si l'État membre d'arrivée des marchandises applique un taux inférieur à 15 % en raison de l'application d'un ou de plusieurs taux réduits de TVA ou du taux zéro dans certains États membres, l'État membre de l'acquéreur octroiera un crédit à l'assujetti qui réalise l'acquisition intracommunautaire.

2a. If a Member State makes the taking up of the activities referred to in Article 2 or their pursuit under the professional title of the host Member State, other than in compliance with the requirements laid down in Title III, Chapter III and the annexes or in possession of a diploma, certificate or other evidence of formal qualifications, dependent on gaining equivalent practical experience during a specified period, the Member State concerned shall recognise as sufficient evidence a certificate by the home Member State or Member State of origin showing that the practical experience was gained during an equivalent period in the home Member State or Member State of origin.
2 bis. Si, dans un État membre, l'accès aux activités visées à l'article 2 ou l'exercice de celles‑ci sous le titre professionnel de l'État membre d'accueil est subordonné, outre à la satisfaction des exigences visées au titre III, chapitre III, et aux annexes ou à la possession d'un diplôme, certificat ou autre titre, à l'accomplissement d'un stage professionnel pendant une certaine période, l'État membre intéressé reconnaît comme preuve suffisante une attestation de l'État membre d'origine ou de provenance selon laquelle une expérience pratique appropriée a été acquise dans l'État membre d'origine ou de provenance.

The honourable Member’s attention is drawn to Article 203 of the TEC which lays down that the Council is to be composed of a ministerial level representative of each Member State. It also states that this person must be authorised to commit the government of the Member State. This is enshrined too in Annex I of the Council’s internal regulations in the provision stating that it is incumbent on each Member State to determine its representation on the Council.
L'attention de l'honorable parlementaire est attirée sur l'article 203 du TCE qui établit que le Conseil est formé par un représentant de chaque État membre au niveau ministériel habilité à engager le gouvernement de cet État membre, ce qui se traduit dans l'annexe I du règlement intérieur du Conseil par la disposition établissant qu'il incombe à chaque État Membre de déterminer sa représentation au sein du Conseil.
