The major beneficiaries of these shifts have been high priority services such as the Internal Audit Service, the Central Financial Service, the Secretariat General and "line DGs" such as Justice and Home Affairs, Enlargement, Competition, Regional Policy, Relex and the SCR. In addition, a request was made to the Budgetary Authority for a reinforcement of the staffing of the independent anti-Fraud Office (OLAF).
