I honestly think that your first question about Air Canada coming back and saying that they don't think they can make Canadian work now and they have to do something about it is an example in general of the problem that all governments face with respect to monopolies, which is that once you actually create or allow the creation of a monopoly, governments become subordinate to that monopoly in the sense that monopolies will increase their bargaining power.
