The EU and China are engaged in a human rights dialogue, which aims at improving the human rights situation by encouraging China to respect and promote human rights and fundamental freedoms and to co-operate with international human rights mechanisms.

* Pursue the GAC conclusions of 22 January 2001 on the EU-China Human Rights Dialogue, focus the human rights dialogue better, assess it on a continuous basis, and identify ways of making it more effective and results-oriented, notably on the key issues of concern identified in the GAC conclusions, including co-operation with human rights mechanisms; guarantees for the protection of those prosecuted for a crime for which the death penalty could be imposed and restriction of the cases in which the death penalty can be imposed; reform of administrative detention; respect for the fundamental rights of all prisoners; untrammelled exercise of freedom of thought, conscience and religion, of the freedom of expression and of the freedom of assembly and of association.

China has stated its engagement to enhance co-operation with UN Human Rights mechanisms, in particular with the UN High Commissioner for Human Rights, the special Rapporteurs on torture and on education, and the Chairman of the working group on arbitrary detention, although these commitments have yet to be fully realised.

Urge the EU Member States to work towards a UN Human Rights Council resolution establishing a dedicated UN mechanism for Uzbekistan to ensure UN monitoring, public reporting and Human Rights Council debates on the human rights situation in Uzbekistan, and to address Uzbekistan’s record of lack of cooperation with UN human rights mechanisms, the continued detention of large numbers of political opponents, including human rights defenders, continued restrictions on freedom of association, freedom of expression and the media, and the continued use of child labour;

Urges EU Member States to work towards a UN Human Rights Council resolution establishing a dedicated UN mechanism for Uzbekistan ensuring UN monitoring, public reporting and Human Rights Council debate about the human rights situation in Uzbekistan, to address Uzbekistan’s record of lack of cooperation with UN human rights mechanisms, the continued detention of large number of political opponents, including human rights defenders, continued restrictions on freedom of association, freedom of expression and the media, and continued use of forced and child labour;

Calls on the Council and the Commission to cooperate closely with human rights organisations in Iran and China and the relevant UN human rights mechanisms, so as to ensure that the list of political prisoners submitted to the Iranian and Chinese authorities at the human rights dialogue is updated and that information received by the EU through the dialogue is shared with those mechanisms;
