Considers that EMSA, FRONTEX, the Fisheries Agency and the Environment Agency have various instruments at their disposal which could usefully be combined to provide effective support to a European maritime policy; therefore urges the Commission not only to remove obstacles to cooperation between these agencies, but to formalise such cooperation in order to achieve the following: (1) safety at sea and the protection of the marine environment (including fisheries inspection), protection from terrorism, piracy and criminal acts at sea and illegal, unregulated and unreported (IUU) fishing; (2) coordinated fisheries inspections and equal enforcement throughout the EU with equal penalties and sanctions being applied in the courts of Member States (3) strict monitoring of compliance with designated shipping routes and prosecution for illegal discharges from ships; rapid, coordinated response in the event of an accident, deploying the necessary measures as soon as possible, including designating places of refuge and ports for emergency use and combating illegal immigration; reiterates its call, included in the final report of the Temporary Committee on improving safety at sea (MARE), for a European coastguard service to be set up and asks the Commission to come forward with the study on its feasibility as soon as possible;

The speech by Mr Vitorino and the report by Mr Moraes both seem to me to be fully acceptable, in view of the opinion adopted by the Committee on Citizens’ Freedoms and Rights, Justice and Home Affairs, which underlines the following points: the Council’s delay in adopting the legislative instruments presented by the Commission to implement the Tampere programme, a delay which, fortunately, was partly made up for in December with the adoption of the important directive on long-term residents; the need to retain a global view of immigration policy linked to employment policy and social integration policy; the usefulness of agreements with the countries of origin in order to guarantee the transfer of social security entitlements; the need to combat illegal immigration with repressive measures directed not against the illegal immigrants but against the traffickers who profit from them, and to combat illegal employment without discriminating against immigrant citizens; the usefulness of facilitating legal access for immigrants to the labour market so as to reduce demand and supply on the hidden market; the suitability of fighting discrimination and paying particular attention to the precarious situation of immigrant women.

It will be addressed to the Council, Parliament and the Economic and Social Committee. The report comes in response to the request made by the Strasbourg European Council for 'an inventory to be prepared of national position on immigration so that a discussion on this issue within the Council can be prepared' and to the Council (General Affairs) decision of 18 December 1989, which split the task into two parts: (i) a study of conditions of access to Member States' territories for nationals of non-member countries, to be undertaken by the Council's ad hoc Immigration Group; (ii) a study of the issues involved in immigrant integration, to be undertaken by the Commission.
