TRADUCTIONS EN CONTEXTE

Discussions have been also taken place at European level but have so far not led to a shared understanding on which of these technologies needs a more strategic cooperation to improve industrial competitiveness.[4] According to the latest Science, Technology and Competitiveness report, leading countries such as China, Japan and the US are also focusing on enabling technologies, especially biotechnology, ICT and nanotechnology.[5] Within ICT, specific fields such as micro- and nanoelectronics and photonics deserve immediate policy actions given the situation of the EU industry in global competition and the challenges stemming from the economic crisis.[6] Carbon capture and storage systems (CCS) is another activity on which the EU has offered cooperation to international partners, hence it must itself possess the necessary, affordable technologies.
Des discussions ont également eu lieu au niveau européen, mais n’ont jusqu’à présent pas abouti à une conception commune sur la question de savoir lesquelles de ces technologies nécessitent une coopération plus stratégique afin d’améliorer la compétitivité industrielle[4]. D’après le dernier rapport sur la science, la technologie et la compétitivité, les pays de pointe comme la Chine, le Japon et les États-Unis se concentrent eux aussi sur les technologies génériques, notamment la biotechnologie, les TIC et la nanotechnologie[5]. En matière de TIC, des domaines spécifiques tels que la micro- et la nanoélectronique ou la photonique méritent des actions politiques immédiates étant donné la situation du secteur industriel européen en termes de concurrence mondiale et les défis nés de la crise économique[6]. Les systèmes de captage et de stockage du carbone (CSC) sont une autre activité dans laquelle l’UE a offert sa coopération à des partenaires internationaux; elle doit donc être elle-même en possession des technologies nécessaires et accessibles.

1. Considers that the Member States which have best withstood the economic crisis are those which have given priority to preserving as many jobs as possible by means of strong social dialogue and active employment policies backed by forward-looking investment for this purpose, for example social investment and investment in ecological transition sectors; is of the opinion that those priorities should be examined and adopted as a basis for the competitive, sustainable and diversified reindustrialisation of Europe; stresses in this context the importance of developing a social economy based on the principles of solidarity (and the importance of industrial cooperatives in particular) and a circular economy based on recycling and reprocessing; considers it necessary to set measurable targets and specific timetables for this purpose;

17. Notes that China produces 97 % of the rare earths used in the world and calls on it to guarantee its trading partners sustainable production methods and fair market access; calls on the Commission to pay particular attention to any potential restrictions by China on the export of its raw materials; recalls in this context the WTO ruling against China of 5 July 2011, upheld on appeal, for having placed restrictions on the export of certain raw materials; calls on the Commission to develop a European strategy for the proper management of raw materials, involving increased energy efficiency, recycling, more efficient use of resources and the development of industrial cooperation in the green economy growth and innovation sectors; calls for negotiations aimed at adopting common rules and principles on trade in raw materials, thereby creating a framework for the use of export restrictions at the WTO as well at the G20, as this issue mainly concerns industrialised countries and China;
17. note que la Chine produit 97 % des terres rares utilisées dans le monde et l'appelle à garantir des méthodes de production durables et un accès équitable au marché à ses partenaires commerciaux; invite la Commission à prêter une attention particulière à toute restriction éventuelle de la Chine quant à l'exportation de ses matières premières; rappelle à cet égard la condamnation de la Chine par l'OMC le 5 juillet 2011, confirmée en appel, pour avoir mis en place des restrictions à l'exportation de certaines matières premières; demande à la Commission de développer une stratégie européenne de bonne gestion des matières premières passant par l'augmentation de l'efficacité énergétique, le recyclage, l'utilisation plus efficace des ressources et le développement de la coopération industrielle dans les secteurs d'avenir et d'innovation de l'économie verte; plaide en faveur de négociations visant à adopter des règles et principes communs sur le commerce des matières premières, créant dès lors un cadre pour l'utilisation de restrictions à l'exportation, au sein de l'OMC ainsi que du G20, car cette question concerne essentiellement les pays industrialisés et la Chine;
