Les programmes MEDIA Plus et MEDIA Formation, de soutien à la création et à l'industrie audiovisuelles européennes, se terminent à la fin de 2005.

(1) Whereas, in accordance with its offer made within the context of the United Nations Conference on Trade and Development (Unctad), the European Community opened generalised tariff preferences, commencing in 1971, in respect of certain agricultural and industrial products from developing countries; whereas the initial 10-year period of application of the system of preferences ended on 31 December 1980; whereas a second 10-year period ended on 31 December 1990; whereas the scheme was kept in being, unchanged, until 31 December 1994 when the Community made a new 10-year offer (1995-2004);

Having carried out a detailed analysis of the situation, the Commission in its 4 and 5 report to the Council recommended that the remaining quotas, including the quota on some products of the ceramic industry, should remain unchanged for 1999 and 2000, i.e. at their 1998 level, until and unless an equitable understanding with China in the context of its World Trade Organisation (WTO) accession, satisfying the Commission’s requests on their 385 remaining quotas on Community products, would materialise.

The proposal to allow operating aid to continue until 31 December 2000 serves a threefold purpose: it will allow industry a final transitional period (during which the existing aid ceiling of 9% will remain unchanged) in which to adjust to operating without such aids ; it will provide time for further efforts to bring the OECD agreement into effect; and it will give the Commission time to evaluate the extent of unfair competition and the best form of response if required.
La proposition d'autoriser le maintien des aides de fonctionnement jusqu'au 31 décembre 2000 a trois raisons d'être : elle laissera le temps de déployer de nouveaux efforts pour mettre ne vigueur l'accord OCDE et donnera à la Commission le temps d'évaluer l'importance de la concurrence déloyale et la meilleure manière d'y répondre si besoin en est.
