Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Although less severe psychosocial stress ( life events ) may precipitate the onset or contribute to the presentation of a very wide range of disorders classified elsewhere in this chapter, its etiological importance is not always clear and in each case will be found to depend on individual, often idiosyncratic, vulnerability, i.e. the life events are neither necessary nor sufficient to explain the occurrence and form of the disorder. In contrast, the disorders brought together here are thought to arise always as a direct consequence of acute severe stress or continued trauma. The stressful events or the continuing unpleasant circumstances are the primary and overriding causal factor and the disorder would not have occurred without their impact. The disorders in this section can thus be regarded as maladaptive responses to severe or continued stress, in that they interfere with successful coping mechanisms and therefore lead to problems of social functioning.

(Le document est déposé) Question n 422 Mme Kirsty Duncan: En ce qui concerne la nutrition chez les enfants et les adolescents au Canada: a) la politique du gouvernement prévoit-elle la reconnaissance et l’acceptation du principe voulant que les enfants et les adolescents canadiens ont droit à des aliments nutritifs (i) peu importe l’endroit où ils vivent, (ii) peu importe leur revenu familial, (iii) particulièrement lorsque des forces économiques entravent les efforts des parents pour assurer de saines habitudes alimentaires; b) compte tenu du fait que la Déclaration mondiale sur la nutrition de 1992, dont le Canada est signataire, stipule que l’accès à des aliments nutritionnellement appropriés et sans danger est un droit universel, quelles mesures précises relatives aux enfants et aux adolescents les Instituts de recherche en santé du Canada (IRSC) et Santé Canada ont ils prises afin de respecter cet engagement; c) au Canada, quel pourcentage des enfants et des adolescents est touché par l’insécurité alimentaire, (i) existe-t-il des écarts qui sont liés, entre autres, à l’existence d’un handicap, à l’origine ethnique, au sexe, à la géographie, à la situation socio-économique, (ii) si tel est le cas, précisez; d) quel pourcentage des enfants et des adolescents vit sous le seuil de la pauvreté, (i) existe-il des écarts qui sont liés, entre autres, à l’existence d’un handicap, à l’origine ethnique, au sexe, à la géographie, à la situation socio-économique (ii) si tel est le cas, précisez; e) quel pourcentage des enfants et des adolescents a, parce qu’il vit sous le seuil de la pauvreté, (i) un mauvais état nutritionnel, (ii) est en mauvaise santé en raison de son mauvais état nutritionnel; f) quel pourcentage des membres de chacun des groupes suivants est touché par l’insécurité alimentaire, (i) enfants et adolescents nouvellement arrivés, (ii) enfants et adolescents vivant dans la pauvreté, (iii) enfants et adolescents vivant dans des quartiers prioritaires, ( ...

We further recommend that any sharing of passenger information for overflights be subject to existing legal safeguards in the charter, including safeguards relating to the use, sharing, retention, redress, and access to information, and the correction of the provenance of any information used to match names to the watchlist in existence.
Nous recommandons en outre que toute communication des renseignements sur les passagers aux fins des survols soit assujettie aux garanties légales de la Charte, notamment celles concernant l'utilisation, la communication, la conservation, le recours et l'accès à l'information, ainsi qu'à la vérification de la provenance de toute information servant à apparier des noms avec la liste de surveillance existante.

European Food Safety Authority to promote and make full use of the networking of national scientific bodies, in line with Article 36 of Regulation (EC) 178/2002 on food law, and thus to increase the possibility of resolving diverging scientific opinions among the Member States The Commission will enhance its coordination role on co-existence issues, as defined in Directive 2001/18/EC, through the establishment of a coordination network designed to facilitate the exchange of information on co-existence with and between Member States, report to the Council and the European Parliament by the end of 2005, using information from the Member States, on the experience gained in the Member States concerning the implementation of measures to address co-existence, including, where appropriate, an assessment of all possible and necessary steps to be taken.
