For the fiscal year 2005-2006, pursuant to the Government of Canada’s five-year initiative commonly known as “A New Deal for Cities and Communities”, the Minister of State (Infrastructure and Communities) may, subject to the terms and conditions approved by the Treasury Board, make payments from and out of the Consolidated Revenue Fund in an aggregate amount of not more than six hundred million dollars to provinces, territories and first nations for the purpose of providing funding to municipal and regional governments and related entities, including transit authorities and commissions and first nation communities, for environmentally sustainable infrastructure projects.
83. Pour l’exercice 2005-2006, dans le cadre du programme quinquennal du gouvernement fédéral intitulé « Nouveau pacte pour les villes et les collectivités », le ministre d’État (Infrastructure et Collectivités) peut, sous réserve des modalités approuvées par le Conseil du Trésor, faire des paiements jusqu’à concurrence de six cents millions de dollars, à prélever sur le Trésor, aux provinces, aux territoires et aux premières nations afin de fournir aux autorités municipales ou régionales et aux organismes afférents, y compris les commissions de transport en commun et les collectivités autochtones, du financement pour la réalisation d’opérations durables du point de vue de l’environnement en matière d’infrastructure.

As my party's critic for transport, infrastructure and communities, I already started having this conversation on the future of infrastructure at the Standing Committee on Transport, Infrastructure and Communities.

Considering that European research infrastructures are in competition with those of the Community’s global partners which are and will be strongly investing in modern large-scale research infrastructures, and that these infrastructures are becoming increasingly complex and expensive, often placing them beyond the reach of a single Member State or even continent, it is now necessary to exploit and develop the full potential of Article 171 of the Treaty by establishing a framework containing the procedures and conditions for the setting-up and operation of European Research Infrastructures at Community level which are necessary for the efficient execution of the Community’s RTD programmes.

While the Member States' role will remain central in the development and financing of infrastructures, the Community can and should play a catalysing and leveraging role by helping to ensure wider and more efficient access to, and use of, the infrastructures existing in the different Member States, by stimulating the development of these infrastructures, and their networking, in a coordinated way, and by fostering the emergence of new research infrastructures of pan-European interest in the medium to long term.

That the Standing Committee on Transport, Infrastructure and Communities request the presence of senior infrastructure officials including the Deputy Minister and Assistant Deputy Minister with responsibility for the Canadian Strategic Infrastructure Fund, the Municipal Rural Infrastructure Fund and the Highways and Borders Infrastructure Program to brief the committee on the inventory, application and approval process, and progress of all infrastructure projects now underway.

The effective protection of critical infrastructure requires communication, coordination, and cooperation nationally and at EU level among all interested parties - the owners and operators of infrastructure, regulators, professional bodies and industry associations in cooperation with all levels of government, and the public.
