The Committee of the Regions' Institutional Affairs Commission, which met on January 31 in Brussels, will first present to the plenary assembly a draft resolution that, according to its rapporteur Jordi Pujol, will take an approach limited to the aspects of reform related to regional and local issues and to the role that the Committee of the Regions should play in the future inter-institutional architecture of the European Union.
La commission des affaires institutionnelles du Comité des régions, réunie mardi 31 janvier à Bruxelles, présentera préalablement à l'assemblée plénière, un projet de résolution qui, de l'avis de son rapporteur Jordi Pujol, devrait constituer une approche limitée aux aspects de réforme relatifs aux questions régionales et locales ainsi qu'au rôle et à la place que le Comité des régions semble devoir jouer et occuper dans la future architecture inter-institutionnelle.

The rapporteur said that he was in favour of separating the Committee of the Regions from the Economic and Social Committee (there is currently a common administrative structure), and that the Committee of the Regions should be recognized as an institution of the European Union. The Institutional Affairs Commission is expected to discuss these subjects in more detail during its next meeting, which is to be held in Montpellier (France) on March 13-14.
M. Pujol s'est prononcé également en faveur d'une séparation prochaine du Comité économique et social et pour que cette indépendance nouvelle coïncide avec une reconnaissance du Comité des régions au rang d'institution de l'Union Européenne. La commission des affaires institutionnelles devrait approfondir ces questions lors de sa prochaine réunion annoncée à Montpellier (France) les 13-14 mars.

In the name of "democratic legitimacy, transparency and efficiency", the Institutional Affairs Commission formed a large consensus around its rapporteur, Jordi Pujol, who requested a revision of Treaty article 3B and a new application of the subsidiarity principle that would take into account all of the levels of public authority: the European Union, the Member States, the regions and the local authorities.
Au nom de la "légitimité démocratique, de la transparence et de l'efficacité", la commission institutionnelle a suivi très largement son rapporteur, Jordi Pujol, afin de demander une révision de l'article 3 B du Traité et une application nouvelle de ce principe permettant d'assurer les compétences de tous les échelons de pouvoirs publics : l'Union européenne, les Etats membres, les régions et les collectivités locales.
