On 9 January 2013, the Minister for Foreign Affairs and International Cooperation of Libya addressed a letter to the High Representative of the Union for Foreign Affairs and Security Policy (HR), welcoming the Union’s CSDP proposal to support the Libyan authorities in developing the capacity to enhance the security of Libya’s borders in the short term, and to assist in developing a broader strategic Integrated Border Management (IBM) concept in the longer term.
Le 9 janvier 2013, le ministre des affaires étrangères et de la coopération internationale de la Libye a adressé au haut représentant de l'Union pour les affaires étrangères et la politique de sécurité (HR) une lettre dans laquelle il accueille favorablement la proposition de l'Union dans le cadre de la PSDC visant, à court terme, à aider les autorités libyennes à se doter des capacités nécessaires pour améliorer la sécurité aux frontières libyennes et, à plus long terme, à définir un concept stratégique plus large de gestion intégrée des frontières.

– (ES) Madam President, Mr Saryusz-Wolski should be congratulated because his report clearly states the essential points that the Union should take into account in order to establish a genuine common foreign policy on energy: reciprocity with exporting countries, the need to better coordinate our energy diplomacy at European level, and the importance of establishing an integrated and competitive market.
– (ES) Madame la Présidente, Monsieur Saryusz-Wolski devrait être félicité parce que son rapport mentionne clairement les points essentiels que l’Union devrait prendre en compte pour mettre sur pied une réelle politique étrangère commune sur l’énergie: la réciprocité avec les pays exportateurs, la nécessité de mieux coordonner notre diplomatie sur les questions énergétiques à l’échelle européenne, et l’importance de mettre en place un marché intégré et compétitif.

The charter will guarantee a minimum level of assistance to foreign researchers from the institutions involved. This assistance will include support for integration into the working and social environment of the host country, including taxation and intellectual property rights.
