Contracting Party means a Government, the European Community or any intergovernmental organisation referred to in paragraph 3 of Article 4 which has deposited an instrument of ratification, acceptance, approval or notification of provisional application of this Agreement in accordance with the provisions of Articles 40, 41 and 42 or has acceded thereto in accordance with the provisions of Article 43.

Is in favour of incorporating the EDF into the EU budget in order to increase the consistency, transparency and effectiveness of development cooperation and guarantee democratic scrutiny thereof; stresses that incorporation of the EDF into the budget is also an appropriate way of addressing recurrent problems relating to the cumbersome nature and slowness of the intergovernmental ratification process; calls on the Council to provide for the budgetisation of the EDF in the context of the mid-term review of the financial framework in 2009;
6. est favorable à l'intégration du FED au budget de l'Union européenne afin de renforcer la cohérence, la transparence et l'efficacité de la coopération au développement, et de garantir son contrôle démocratique; souligne que l'intégration du FED dans le budget constitue également une réponse pertinente aux problèmes récurrents liés à la lourdeur et à la lenteur du processus intergouvernemental de ratification; demande au Conseil de prévoir la budgétisation du FED dans le cadre de la révision à mi-parcours du cadre financier en 2009;

Welcomes the Commission's intention to reopen the debate on EDF budgetisation concurrently with the mid-term review of the 10th EDF; stresses that budgetisation would greatly favour democratic control and accountability of the EDF; stresses that integrating the EDF into the budget is also an appropriate way of addressing the recurrent problems linked to the slow and cumbersome nature of the intergovernmental ratification process;
2. se félicite de l'intention affirmée par la Commission de relancer le débat sur la budgétisation du FED, parallèlement à la révision à mi-parcours du 10e FED; souligne qu'une telle budgétisation aurait pour effet de renforcer considérablement le contrôle démocratique et la responsabilité du FED; souligne que l'intégration du FED dans le budget constitue également une réponse pertinente aux problèmes récurrents liés à la lourdeur et à la lenteur du processus intergouvernemental de ratification ;

13. Accordingly, any reference in this Agreement to signature, ratification, acceptance or approval, to notification of provisional application or to accession shall, in the case of the European Community or such intergovernmental organisations, be construed as including a reference to signature, ratification, acceptance or approval, to notification of provisional application or to accession by the European Community or such intergovernmental organisations.
En conséquence, toute mention dans le présent accord de la signature, de la ratification, de l’acceptation ou de l’approbation ou de la notification d’application à titre provisoire ou de l’adhésion, est, dans le cas de la Communauté européenne ou de ces organisations intergouvernementales, réputée valoir aussi pour la signature, la ratification, l’acceptation ou l’approbation ou pour la notification d’application à titre provisoire ou pour l’adhésion par la Communauté européenne ou par ces organisations intergouvernementales.
