By way of derogation from paragraph 2, persons enjoying the right of free movement under Union law who cross the internal land borders of the Member States for which the verification in accordance with the applicable Schengen evaluation procedures has already been successfully completed, but for which the decision on the lifting of controls on their internal borders pursuant to the relevant provisions of the relevant Acts of Accession has not yet been taken, may be subject to the checks on exit referred to in paragraph 2 only on a non-systematic basis, based on a risk assessment.

13 Regions eligible for funding are those regions at NUTS III level which are situated along internal land borders, certain external land borders and certain regions situated along maritime borders separated by a maximum of 150 km. The Commission will adopt a list of eligible regions.

The ‘SISone4ALL’ system, Minister, developed on the initiative of the Portuguese Presidency, is a happy compromise that allowed the Member States that joined in 2004 to be included and, more importantly, led to the removal of controls at internal land borders, in December, and then at air borders, in March.

The programme relevant to cross- border co-operation is Interreg IIIA, it lays down that all local areas located on external and internal land borders, and some maritime areas, are eligible for support.
Le programme applicable à la coopération transfrontalière est Interreg IIIA; il prévoit que toutes les régions situées sur des frontières extérieures ou intérieures, et certaines zones maritimes, sont éligibles.

All regions (NUTS III) along the internal land and along the external land borders as well as along certain neighbouring maritime borders will be eligible for cross-border co-operation, as well as certain NUTS level III regions of the Community along maritime borders separated, as a general rule flexibly interpreted, by 150 kilometres, according to the criteria for cross-border cooperation.
La coopération transfrontalière concernera toutes les régions (NUTS III) situées le long des frontières terrestres intérieures et extérieures, ainsi que certaines régions côtières contiguës. Elle concernera en outre certaines régions côtières de la Communauté de niveau NUTS III, distantes de 150 kilomètres, règle générale qui peut être interprétée avec souplesse, conformément aux critères de la coopération transfrontalière.
