TRADUCTIONS EN CONTEXTE

The International Health Regulations (2005) (‘IHR’) adopted by the Fifty-eighth World Health Assembly on 23 May 2005 reinforced the coordination among States Parties to the World Health Organisation (WHO), which include all the Member States of the Union, of the preparedness for, and response to, a public health emergency of international concern.
Le règlement sanitaire international (2005) (RSI), adopté le 23 mai 2005 par la cinquante-huitième Assemblée mondiale de la santé, a permis aux États membres de l’Organisation mondiale de la santé (OMS), qui englobe tous les États membres de l’Union, de renforcer la coordination de leur préparation à une urgence de santé publique de portée internationale et de leur réaction à une telle urgence.

8. Users acquiring a genetic resource that is determined to be, or is determined as likely to be, the causing pathogen of a present or imminent public health emergency of international concern, within the meaning of the International Health Regulations (2005), or of a serious cross-border threat to health as defined in the Decision No 1082/2013/EU of the European Parliament and of the Council , for the purpose of public health emergency preparedness in not yet affected countries and response in affected countries, shall fulfil the obligations listed in paragraph 3 or 5 of this Article at the latest:
8. This action should: (a) define the scope and standard operating procedures (SOPs), in particular the role of the different authorities involved and a satisfactory coordination mechanism; (b) identify contact points for a network of public health authorities for the surveillance of and response to health threats due to communicable diseases and other threats which could impact on international conveyance areas at designated airports; (c) assist Member States and their airport authorities to develop core capacities and to implement the new International Health Regulations, with a particular focus on the implementation of core capacity requirements for the surveillance of and response to health threats due to communicable diseases and other cross-border threats which could impact on international conveyance areas at designated airports; (d) explore the impact on additional requirements for airport infrastructure, both in terms of personnel and equipment; and (e) based on experience in the maritime transport sector, create a network of public health authorities responsible for civil air transportation, with authority over at least the main international airports in the Member States, with the involvement and collaboration of airlines.

Furthermore the entry into force of the International Health Regulations (2005) commits the international community to provide a public health response to the international spread of diseases in ways that are commensurate with and restricted to public health risks, and which avoid unnecessary interference with international traffic and trade.

Under the International Health Regulations (2005), which entered into force on 15 June 2007, the competent authorities of the Member States must notify or consult the World Health Organization on certain public health events, in particular those which may constitute a public health emergency of international concern, as well as on any health measure implemented in response to those events.

Work can support efforts to ensure coherence between its internal and external health policies in attaining global health goals[23], to consider health as an important element in the fight against poverty through health-related aspects of external development cooperation with low income countries, to respond to health threats in third countries, and to encourage implementation of international health agreements such as the World Health Organisation's (WHO) Framework Convention on Tobacco Control (FCTC) and International Health Regulations (IHR).
