As a lay person, it has always seemed to me to be deceptively simple: draft a clause—not one in the preamble, but one high up in the operative clauses of a trade and investment agreement—that simply states that nothing in the agreement shall inhibit or prevent the parties from implementing their human rights obligations as expressed in the International Bill of Human Rights, the American convention, the San Salvador protocol, and the ILO conventions to which they pertain.

Considers in this respect that the recent Communication from the Commission on a stronger EU-US Partnership is a step in the right direction but is completely inadequate, as the proposed Transatlantic Partnership Agreement should be neither merely confined to resolving possible trade and commercial conflicts nor simply aimed at boosting EU-US trade and investment;

I would also like to say that I am pleased that the Commissioner has informed us that the next agreement will be negotiated for five years, because I believe this is the best way to offer ship owners, companies and professionals in the sector a framework for safety and reliability, which will allow them to make investments and rationalise their activities in a more consistent way than they were able to do simply through two-year agreements.

This is also true of the other subjects, such as agricultural issues or industrial tariffs.
