It is against this background that the Commission services examined the document adopted by the JAA in 1995 with the aim of establishing harmonised requirements for the operation of aircraft engaged in commercial air transportation called JAR-OPS 1 (Joint Aviation Requirements for Commercial Flight Operations by aeroplane carrying passengers or cargo for remuneration or hire).
