TRADUCTIONS EN CONTEXTE

They welcomed the continued joint consultative meetings between the AU Peace and Security Council (PSC) and the EU Political and Security Committee (PSC), which contribute to finding durable solutions to conflict and crisis situations in Africa, as well as enhancing conflict prevention, mediation and capacity building for peace and security, among others.
Elles ont salué les conclusions des réunions consultatives conjointes entre le Conseil de paix et de sécurité de l'UA (CPS) et le Comité politique et de sécurité de l’Union européenne (CoPS), qui ont permis de trouver des solutions durables aux conflits et aux situations de crise en Afrique, et, entres autres, d'améliorer les domaines de la prévention des conflits, de la médiation et du renforcement des capacités en matière de paix et de sécurité.

28. Stresses that transparency and accountability are essential requirements not only for democratic scrutiny but also for the adequate functioning, and the credibility, of missions carried out under the EU flag; reiterates the importance attached by Parliament to exercising oversight over the way the different CSDP missions and operations are budgeted; welcomes the reporting mechanisms provided for by the interinstitutional agreement of 2 December 2013, such as the quarterly reports on the CFSP budget and the joint consultation meetings on the CFSP; welcomes the commitment made by the VP/HR to breathe new life into the latter meetings and to introduce an appropriate degree of flexibility regarding their scope in order to keep Parliament fully informed on military missions and on the work and agenda of the Political and Security Committee; maintains that any improvement in the flexibility and efficiency of financing and undertaking missions and operations must not compromise the achieved positive developments with regard to transparency and accountability in CSDP interventions; calls on the Commission to make an extensive interpretation of Article 49(1)(g) of the Financial Regulation and to propose specific lines for each civilian CSDP mission under the CFSP chapter, and to automatically include in the annual activity report a breakdown of each mission on the basis of participants and costs incurred;
28. souligne que la transparence et la responsabilité sont des conditions essentielles non seulement au contrôle démocratique mais aussi au bon fonctionnement des missions menées au nom de l'Union européenne, ainsi qu'à leur crédibilité; souligne une nouvelle fois que le Parlement attache une grande importance à l'exercice d'un contrôle sur la façon dont les différentes missions et opérations relevant de la PSDC sont budgétisées; salue les mécanismes d'information prévus par l'accord interinstitutionnel du 2 décembre 2013, tels que les rapports trimestriels relatifs au budget de la politique étrangère et de sécurité commune et les réunions consultatives conjointes dans le cadre de cette dernière; salue l'engagement pris par la VP/HR d'insuffler un nouvel élan dans lesdites réunions et d'introduire un degré approprié de souplesse en ce qui concerne leur portée afin de tenir le Parlement pleinement informé des opérations militaires ainsi que des travaux et du programme du Comité politique et de sécurité; affirme que toute amélioration de la souplesse et de l'efficacité pour financer et entreprendre des missions et des opérations ne saurait mettre à mal les évolutions positives réalisées en matière de transparence et d'obligation de rendre des comptes en ce qui concerne les interventions relevant de la PSDC; invite la Commission à interpréter largement l'article 49, paragraphe 1, point g), du règlement financier et à proposer des lignes budgétaires spécifiques pour chaque mission civile relevant de la PSDC au titre du chapitre relatif à la politique étrangère et de sécurité commune, ainsi qu'à intégrer obligatoirement, dans le rapport annuel d'activité, une synthèse détaillée de chaque mission reprenant les participants et les frais encourus;

Furthermore, the High Representative shall keep the European Parliament regularly informed by holding joint consultation meetings at least five times a year, in the framework of the regular political dialogue on the CFSP, to be agreed at the latest in the Conciliation Committee.
En outre, le haut représentant tient le Parlement européen régulièrement informé en organisant des réunions consultatives conjointes au moins cinq fois par an dans le cadre du dialogue politique régulier sur la PESC, à convenir au plus tard au sein du comité de conciliation.

12. Considers that the regular joint consultation meetings on the CFSP should be complemented by additional meetings to be held should the need arise to provide ex ante information; suggests, in this regard, that the meetings should also be geared to learning key strategic and politico-military lessons in order to improve the planning and management of future missions and help develop a forward-looking approach to future needs; recalls, further, its right to be consulted and the need for it to be adequately informed about urgent financing arrangements for certain initiatives launched under the CFSP in line with Article 41(3) of the TEU;
12. est d'avis que les rencontres de concertation régulières sur la PESC devraient être complétées par des rencontres supplémentaires au cas où une information ex ante s'avèrerait nécessaire; suggère, dans ce contexte, que ces rencontres aient aussi pour objet de dégager des enseignements stratégiques et politico-militaires afin d'améliorer la planification et la gestion des missions à venir, et pour contribuer à développer une approche prospective des besoins futurs; rappelle par ailleurs son droit d'être consulté et la nécessité d'être dûment informé sur les modalités de financement d'urgence de certaines initiatives lancées dans le cadre de la PESC conformément à l'article 41, paragraphe 3, du traité UE;

If necessary, additional Joint Consultation Meetings may be arranged, on top of regular meetings.

Furthermore, the Council Presidency will keep the European Parliament informed by holding joint consultation meetings at least five times a year, in the framework of the regular political dialogue on the CFSP, to be agreed at the latest at the conciliation meeting to be held before the Council's second reading.

Furthermore, according to the agreement reached at the conciliation meeting on 24 November 2003, the Council Presidency, at the political level of Ambassador, and the two incoming Presidencies will in the context of the regular political dialogue with the two responsible committees of Parliament give information on upcoming CFSP-issues and options and early warning on CFSP Joint Actions which might have important financial implication by holding joint consultation meetings at least five times a year to be agreed at the first trialogue of the year as provided for in Annex II with the Council Presidency in office for that year.
