Since Iceland is not an EU country, the terms of joint fulfilment concerning its participation had to be laid down in a separate international agreement (Council Decision (EU) 2015/1340).

Concerning the joint fulfilment agreement, the Rapporteur reminds that based on the Climate and Energy Package adopted in 2009, in particular the EU’s Emissions Trading System (EU ETS) and the Effort Sharing Decision, the EU and its Member States are already implementing a 20% emissions reduction by 2020 which in fact allowed them to agree to implement their commitments for the KP CP2.
En ce qui concerne l'accord d'exécution conjointe, la rapporteure rappelle qu'en vertu de l'ensemble de mesures sur le climat et l'énergie adopté en 2009, notamment du système d'échange de quotas d'émission de l'Union européenne (SEQE de l'UE) et de la décision relative à la répartition de l'effort, l'Union européenne et ses États membres mettent déjà en œuvre une réduction de 20 % des émissions à l'horizon 2020, ce qui leur a permis de convenir de la réalisation de leurs engagements pour la deuxième période du protocole de Kyoto.

(5) Accurate reporting under this Decision at an early stage would allow early determination of emissions levels pursuant to Council Decision 2002/358/EC of 25 April 2002 concerning the approval, on behalf of the European Community, of the Kyoto Protocol to the United Nations Framework Convention on Climate Change and the joint fulfilment of commitments thereunder(5), and thereby enable early establishment of eligibility to participate in the Kyoto Protocol's flexible mechanisms.
(5) Une communication adéquate des informations visées par la présente décision permettrait de déterminer à un stade précoce, conformément à la décision 2002/358/CE du Conseil du 25 avril 2002 relative à l'approbation, au nom de la Communauté européenne, du protocole de Kyoto à la convention-cadre des Nations unies sur les changements climatiques et l'exécution conjointe des engagements qui en découlent(5), les niveaux d'émissions et donc d'établir rapidement les conditions pour participer aux mécanismes de flexibilité du protocole de Kyoto.
