The Commission's Rule of Law Recommendation sent today to Poland covers four new legislative acts now adopted by thePolish Parliament which in the Commission's assessment will increase the systemic threat to the rule of law: the Law on the Supreme Court, the Law on the National Council for the Judiciary (both 'vetoed' on 24 July by the President of the Republic), the Law on the Ordinary Courts Organisation (signed by the President of the Republic on 25 July and awaiting publication and entry into force); and the Law on the National School of Judiciary (published and in force since 13 July).
La recommandation concernant l'état de droit que la Commission a adressée aujourd'hui à la Pologne concerne quatre actes législatifs désormais adoptés par le parlement polonais qui, selon l'appréciation de la Commission, accroîtront la menace systémique pesant sur l'état de droit. Further legislation adopted with respect to the digital terrestrial transition television process includes, among others, Royal Decree 944/2005 of July 29, 2005 approving the National Technical Plan for Digital Terrestrial Television (3) (hereinafter ‘NTP’); Royal Decree 945/2005 of 29 July 2005 approving the General Regulations for the delivery of the digital terrestrial television service; Order ITC 2476/2005 of 29 July 2005 approving the General Regulations and the regulations for the delivery of the digital terrestrial television service, and Royal Decree 920/2006 of 28 July 2005 approving the General Regulations for the delivery of the radio and cable television broadcasting service.

6. In this case, the Member State to which the OCTs is linked shall notify to the Commission the applicable legislation by 2 July 2014, as well as any future relevant national legislation, and any subsequent amendments to such legislation.

Directive 2010/40/EU of the European Parliament and of the Council of 7 July 2010 on the framework for the deployment of Intelligent Transport Systems in the field of road transport and for interfaces with other mode of transport[1] (hereafter the ‘ITS Directive’ or ‘Directive 2010/40/EU’). This Directive entered into force in August 2010, after a swift legislative process that showed the willingness of the co-legislators to make rapid progress in this new policy field.

In its Opinion of July 1993, the Commission took the view that the Cypriot legislation that entered into force in 1990 was similar to the legislation of the European Community, although it did not have sufficient information at its disposal to assess whether the Cypriot legislation was being implemented effectively.
