100. Calls for greater attention to be paid to the heat and cooling sectors; calls, in this respects, on the EU to consider the full integration of the heating and cooling sector into the transformation of the energy system; notes that this sector today represents ca. 45 % of the final energy consumption in Europe, and that a better understanding of the important role of heating and cooling is needed; calls on the Commission, therefore, to gather the required data reflecting the energy sources for and uses of heating and cooling, as well as the distribution of heat to different groups of final consumers (e.g. residential, industry, tertiary); encourages the development of combined heat and power plants that use renewable or recovered and waste heat, and supports further research on cooling and heating systems with a view to executing the EU’s ambitious policy; calls on public authorities to update demand forecasts on the 2050 horizon and to produce impact assessments of regional underground conditions in order to optimise resource allocation; calls, furthermore, on the Commission and the Member States to allocate increased funding to local energy infrastructures such as district heating and cooling – including through RD and innovative financial instruments – that bring about efficient, low- and no-carbon solutions that will substitute the import and European-wide exchange/transport of energy; notes that readily available renewable energy solutions (geothermal, biomass including biodegradable waste, solar thermal and hydro/aerothermal), in combination with energy efficiency measures, have the potential to decarbonise the heat demand by 2050 in a more cost-effective way, while addressing the problem of energy poverty;

Notes the importance of aligning the pace of investment in energy infrastructure with that of investment in energy sources; stresses that modernising the existing energy infrastructure and building new, intelligent and flexible infrastructure at all grid levels for the generation, transmission (especially via cross-border gas and electricity interconnectors), distribution and storage of energy, for both heat and electricity, is essential for a stable, well-integrated and well-connected energy market with diversified sources of supply, in which any negative effects, such as unplanned power flows, are avoided; emphasises that large-scale investments should be made in parallel with investments in regional or even local networks; stresses that infrastructure investments aimed at achieving such objectives should be granted EU support at each stage of their implementation in line with new guidelines for trans-European energy infrastructure, and should be supported by the Connecting Europe Facility, which is aimed at accelerating investment in the field of trans-European networks of trans-European importance and leveraging funding from both the public and private sectors; highlights the need to support coherent, efficient and better-coordinated permit granting regimes for infrastructure investment across the EU; notes that, in connection with the use of smart technologies, data protection issues must also be taken into account;

Since aid for other types of infrastructures may be subject to specific and well-designed criteria which ensure its compatibility with the internal market, the provisions of this Regulation regarding aid for local infrastructures should not apply to aid to the following types of infrastructures: research infrastructures, innovation clusters, energy efficient district heating and cooling, energy infrastructures, waste recycling and re-use, broadband infrastructures, culture and heritage conservation, sport and multifunctional recreational infrastructures, airports and ports.

Recalls that having secure, sustainable and competitive energy and adequate, integrated and reliable energy networks with effective internal connections represents one of the main future challenges for all EU regions; underlines that the upgrading and renewal of energy infrastructure, the promotion of trans-European energy networks and renewable energy sources, the development of domestic electricity and gas connections and the integration of isolated parts of the EU into the European energy market are essential factors for achieving the 20-20-20 targets as well as the objectives of the Europe 2020 Strategy; notes that in a number of countries the level of interconnection is below the threshold of 10%; stresses that EU energy policy must be coordinated and defined at continental level, and that European networks connected to neighbouring countries would stimulate competition on the common European energy market and increase solidarity among Member States; believes that the Union, Member States and regional authorities must cooperate in this context to improve not only cross-border infrastructure but also infrastructure that allows the transmission to and from transmission highways and the distribution on national level; underlines that regional and local authorities in cooperation with national ‘one-stop shops’ play an important role in sustainable planning, in the authorisation processes as well as in promoting energy infrastructure projects (EIPs) to the general population;
1. rappelle qu'une énergie sûre, durable et compétitive et des réseaux énergétiques adéquats, intégrés et fiables disposant de connexions internes efficaces comptent parmi les principaux enjeux à venir pour l'ensemble des régions de l’UE; souligne que le réaménagement et le renouvellement des infrastructures énergétiques, la promotion des réseaux transeuropéens d’énergie et des sources d'énergie renouvelables, le développement des raccordements électriques et gaziers domestiques et la connexion des régions isolées de l’UE au marché énergétique européen représentent des éléments essentiels pour la réalisation des objectifs 20-20-20 et des objectifs de la stratégie Europe 2020; observe que dans plusieurs pays, le niveau d’interconnexion est inférieur au seuil de 10 %; souligne que la politique énergétique de l’UE doit être coordonnée et déterminée à l’échelle continentale et que des réseaux européens connectés aux États voisins encourageraient la concurrence sur le marché énergétique européen commun et renforceraient la solidarité entre les États membres; estime que l’Union, les États membres et les autorités régionales doivent coopérer dans ce contexte en faveur non seulement des infrastructures transfrontalières, mais aussi des infrastructures qui permettent la transmission en provenance et à destination des grandes voies de transmission, ainsi que la distribution au niveau national; souligne que les autorités régionales et locales, en coopération avec les "guichets uniques" nationaux, jouent un rôle important dans la planification durable, les procédures d’autorisation et la promotion des projets d’infrastructure énergétique (PIE) auprès de la population;

Stresses the need for a more participatory approach, and recognises that securing greater acceptance by local people of energy infrastructure projects goes hand in hand with providing adequate information about the purpose of the projects, and with local involvement in their development at the earliest possible stage; calls for the participation, at all levels of civil society, of NGOs, industry, the social partners and consumer organisations in the consultation process for projects of European interest; calls on the Commission to set up a consultation and assessment system in order to identify and disseminate best practices and knowledge in relation to public acceptance of infrastructure;

Such financial instruments at Union level include, inter alia, Regulation (EC) No 1080/2006 of the European Parliament and of the Council of 5 July 2006 on the European Regional Development Fund (10), amended to allow increased investments in energy efficiency in housing; the public-private partnership on a ‘European energy-efficient buildings’ initiative to promote green technologies and the development of energy-efficient systems and materials in new and renovated buildings; the EC-European Investment Bank (EIB) initiative ‘EU sustainable energy financing initiative’ which aims to enable, inter alia, investments for energy efficiency and the EIB-led ‘Marguerite Fund’: the 2020 European Fund for Energy, Climate Change and Infrastructure; Council Directive 2009/47/EC of 5 May 2009 amending Directive 2006/112/EC as regards reduced rates of value added tax (11), structural and cohesion funds instrument Jeremie (Joint European Resources for micro to medium enterprises); the Energy Efficiency Finance Facility; the Competitiveness and Innovation Framework Programme including the Intelligent Energy Europe II Programme focused specifically on removing market barriers related to energy efficiency and energy from renewable sources through for example the technical assistance facility ELENA (European Local Energy Assistance); the Covenant of Mayors; the Entrepreneurship and Innovation programme; the ICT Policy Support Programme 2010, and the Seventh Research Framework Programme.

To help achieve the objectives referred to in Articles 7a and 130a and to enable citizens of the Union, economic operators and regional and local communities to derive full benefit from the setting up of an area without internal frontiers, the Community shall contribute to the establishment and development of trans-European networks in the areas of transport, telecommunications and energy infrastructures.
