As regards intelligent transport systems, TEN-T policy has helped in particular to prepare Galileo and the Single European Sky Air Traffic Management Research (SESAR) ( major European projects which, once operational, are expected to make the use of transport infrastructure far more efficient. In road, rail and air transport, as in Vessel Traffic Management and River Information Services, ITS projects have been developed in a flexible way, on the basis of characteristics set out in the TEN-T Guidelines. This conceptual approach makes it possible to incorporate technological developments, market needs and cooperation initiatives between partners from different Member States and, combined with the 50% funding possibility for project preparation, has had a significant impact on the development of cross-border projects which might not have existed otherwise. This kind of flexible approach to project development, based on pre-established objectives and criteria, should also be lend itself to achieving other transport policy objectives – the provision of efficient (both economically and environmentally), safe, secure and high quality transport services.

This will bring forward existing funds that would have been reallocated by the mid-term review of the multi-annual TEN-T programme in 2010; In parallel, the EIB will significantly increase its financing of climate change, energy security and infrastructure investments by up to € 6 bn per year, while also accelerating the implementation of the two innovative financial instruments jointly developed with the Commission, i.e. the Risk Sharing Finance Facility to support RD and the Loan Guarantee Instrument for TEN-T projects to stimulate greater participation of the private sector; The EBRD will more than double its efforts for energy efficiency, climate change mitigation and financing for municipalities and other infrastructure services.

Regretting serious under-investment and inadequate Community financial support which has led to substantial delays in many of the 14 major projects identified over ten years ago in Essen, the group is recommending to Vice-President Loyola de Palacio a change of approach to enable the new priority projects it has selected to be carried out.

The 14 priority projects, endorsed by the Essen European Council of 9 and 10 December 1994, are only part of the TEN transport networks. It has been estimated that the total cost of the TENs priority projects is around ECU 110,000 million, compared to the cost for the total network of more than ECU 400,000 million until 2010.
