Welcomes the adoption of the European Long-Term Investment Funds (ELTIF) Regulation; considers that ELTIFs could replicate the progress made with UCITS, by encouraging greater allocation of capital to long-term projects in need of funding such as in the infrastructure and energy sectors, in particular at cross-border level; calls on the Commission to investigate how, in the long-term, extraordinary investment programmes such as the European Fund for Strategic Investments (EFSI) could be effectively connected with regular EU funds; considers that institutional investors should be invited to contribute funds under their management to the European capital markets; believes that institutional investors and the conditions under which they can enter the market need to play an important role in the development of the CMU;

The EFSI should help those entities to overcome capital shortages, market failures and financial fragmentation resulting in an uneven playing field across the Union by allowing the EIB and the European Investment Fund (EIF) and national promotional banks or institutions, investment platforms or funds to provide direct and indirect equity injections, as well as to provide guarantees for high-quality securitisation of loans, and other products that are granted in pursuit of the aims of the EFSI.

1. This Regulation lays down uniform rules on the authorisation, investment policies and operating conditions of EU alternative investment funds (EU AIFs) or compartments of EU AIFs that are marketed in the Union as European long-term investment funds (ELTIFs).

Managers of alternative investment funds (AIFMs) are responsible for the management of a significant amount of invested assets in the Union, account for significant amounts of trading in markets for financial instruments, and can exercise an important influence on markets and companies in which they invest.
Les gestionnaires de fonds d’investissement alternatifs (ci-après dénommés «gestionnaires») sont responsables de la gestion d’un volume important d’actifs investis dans l’Union, représentent une part importante de la négociation sur les marchés d’instruments financiers et sont susceptibles d’exercer une influence importante sur les marchés et sur les entreprises dans lesquels ils investissent.

I shall not go into the detail of this lengthy technical document but will highlight the essential points. The directive will make it obligatory for alternative investment fund managers located in the European Union to be authorised or registered, and to comply with operational and organisational requirements, codes of conduct and transparency rules, and will make them subject to the power of the competent authorities of the Member States and of the European Securities and Markets Authority (ESMA) to supervise and to impose sanctions.
