In order to ensure the international mobility of passengers and goods, the capacity of the trans-European transport network and the use of that capacity should be optimised and, where necessary, expanded by removing infrastructure bottlenecks and bridging missing infrastructure links within and between Member States and, as appropriate, neighbouring countries, and taking into account the ongoing negotiations with candidate and potential candidate countries.
Afin de garantir la mobilité internationale des voyageurs et des marchandises, il est nécessaire d'optimiser la capacité du réseau transeuropéen de transport et l'utilisation de cette capacité, voire, le cas échéant, de l'étendre, en éliminant les goulets d'étranglement et en comblant les chaînons manquants en matière d'infrastructures au sein des États membres ainsi qu'entre eux et, le cas échéant, les pays voisins et en tenant compte des négociations en cours avec d'autres États candidats ou candidats potentiels.
