The EESC is supportive of the idea that the ESM would also take over the role of a European Monetary Fund and would have access to an own resource budgetary facility, after it has been brought under EU law.
Le CESE est favorable à l’idée que le MES reprenne aussi les fonctions d’un Fonds monétaire européen et ait accès à un mécanisme budgétaire reposant sur des ressources propres, une fois qu’il sera encadré par le droit de l’Union européenne.

Establish a permanent mechanism or body (a European Monetary Fund), after due examination of its pros and cons, which should not take more than one year, to be an overseer of sovereign debt developments and to complement the SGP as a mechanism of last resort for cases in which market financing is no longer available for a government and/or Member State exposed to balance of payments problems; it shall be based on existing mechanisms (the European Financial Stability Facility, the European financial stabilisation mechanism and the European balance of payments assistance instrument) and shall include clear rules inter alia on the following aspects:
mettre en place, après en avoir dûment examiné, pendant une année au maximum, les avantages et les inconvénients, un mécanisme ou un organisme permanent (Fonds monétaire européen) chargé de surveiller l'évolution de la dette souveraine et de compléter le PSC comme mécanisme de dernier recours pour les cas dans lesquels le financement par le marché n'est plus disponible pour un gouvernement et/ou un État membre exposé à des problèmes de balance des paiements; il devra reposer sur des mécanismes existants (le Fonds européen de stabilité financière, le mécanisme européen de stabilisation financière et l'instrument européen d'assistance à la balance des paiements) et comporter des règles claires sur, entre autres, les aspects suivants:

Reporting agents report to the European Central Bank (ECB) or the relevant national central bank (NCB) all repurchase agreements and transactions entered into thereunder, including tri-party repo transactions, which are denominated in euro with a maturity of up to and including one year (defined as transactions with a maturity date of not more than 397 days after the settlement date) between the reporting agent and other monetary financial institutions (MFIs), other financial intermediaries (OFIs), insurance corporations, pension funds, general government or central banks for investment purposes as well as with non-financial corporations classified as “wholesale” according to the Basel III LCR framework.

We know that this country has been concluding contracts at prices that are below the real costs of production, by benefiting from international subsidies via the International Monetary Fund, after the Asian crisis, which is destroying the order books of countries in the European Union, as the industry’s employers’ organisations have stated.
