Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Considering the specially vulnerable situation of third-country national seasonal workers and the temporary nature of their assignment, there is a need to provide effective protection of the rights of third-country national seasonal workers, also in the social security field, to check regularly for compliance and to fully guarantee respect for the principle of equal treatment with workers who are nationals of the host Member State, abiding by the concept of the same pay for the same work in the same workplace, by applying collective agreements and other arrangements on working conditions which have been concluded at any level or for which there is statutory provision, in accordance with national law and practice, under the same terms as to nationals of the host Member State.

En tant que membre de la Convention, je puis dire, y compris au nom du groupe que j’ai l’honneur de représenter au sein de ce forum - le groupe Union pour l’Europe des Nations -, que je suis satisfaite d’un texte qui reconnaît la valeur des États nationaux dans la nouvelle Union européenne: une Union qui, après la Conférence intergouvernementale, aura, nous l’espérons, des institutions plus fortes et transparentes, pour confirmer à travers le monde que le pôle européen existe en tant que modèle de civilisation et de développement; une civilisation qui veut voir reconnaître ses valeurs et ne souhaite pas maltraiter celles d’autres cultures, et un développement qui doit être compatible avec les délais d’adaptation de l’être humain.

For, in the final analysis, we are negotiating with a state which enforces the death penalty, and to which we are thinking of extraditing our nationals; a state which does not respect fundamental human rights, particularly in relation to anti-terrorist legislation; a state which submits ever more cases to its military tribunals, so that we may perhaps see our own nationals judged by a US military tribunal; a state whose personal data transfer legislation is in flagrant contravention of our laws. Ultimately, we might ask ourselves, in view of all this, why we pass laws on these matters, and on many more besides, if we are then to put ourselves into the hands of a state which deliberately breaks those laws.

The one that I find quite positive would consist of creating an authority formed by a group of European experts without detracting from the decision-making power of national states on the fundamental issues which are the closest to citizens’ concerns. There is quite another concept which I feel is much more negative and this consists of establishing an additional feature which would take away a nation’s right to safeguard themselves, a right which is nevertheless inalienable.
Une que je trouverais assez positive, qui consisterait à créer une instance de concertation d’experts au niveau européen sans rien enlever au pouvoir de décision des États nationaux sur les matières fondamentales qui sont les plus proches des préoccupations des citoyens ou bien une autre conception, que je trouverais beaucoup plus négative, consistant à mettre en place un élément supplémentaire pour enlever aux nations leur droit de sauvegarde qui est pourtant inaliénable.
