These cover both a range of decisions and immediate actions to develop both the network and the knowledge strands of the European Initiative for Growth. For transport projects, these form part of the Priorities for TEN-transport and updated financing rules for transport and energy networks that the Commission has proposed on 1st October 2003, whilst the projects related to knowledge reflect research, innovation and eEurope priorities within the Lisbon Strategy.

The MIP was established to streamline and improve the management of the transeuropean transport network: it encompasses the on-going "Essen" priority projects plus the new policy priorities, namely the Galileo project, the removal of bottlenecks on the TEN-T rail network, cross-border projects and intelligent transport systems for the road and air systems.

In its Communication of 17 November 2010 entitled: "Energy infrastructure priorities for 2020 and beyond – a Blueprint for an integrated energy network", the Commission identified the priority corridors which are necessary to allow the Union to meet its ambitious energy and climate targets by 2020 for the purposes of completing the internal energy market, ensuring security of supply, enabling the integration of renewable sources of energy and preparing the networks for further decarbonisation of the energy system beyond 2020.

ACTIONS The Commission will: Key Action 10: Propose digital literacy and competences as a priority for the European Social Fund regulation (2014-2020); Key Action 11: By 2012, develop tools to identify and recognise the competences of ICT practitioners and users, linked to the European Qualifications Framework[49] and to EUROPASS[50] and develop a European Framework for ICT Professionalism to increase the competences and the mobility of ICT practitioners across Europe; Other actions: Make digital literacy and skills a priority of the "New skills for new jobs" Flagship to be launched in 2010[51], including the launch of a multi-stakeholder sectoral council for ICT skills and employment to address demand and supply aspects; Promote a higher participation of young women and women returners in the ICT workforce through support for web-based training resources, game based eLearning and social networking; Develop in 2011 an online consumer education tool on new media technologies (e.g. consumer rights on the internet, eCommerce, data protection, media literacy, social networks etc.).

Autres actions: faire des compétences et de la culture numériques une des priorités de l'initiative phare «Des compétences nouvelles pour des emplois nouveaux»[51] avec notamment le lancement d'un conseil sectoriel plurilatéral pour les TIC et l'emploi chargé des aspects de l'offre et de la demande; accroître la représentation des jeunes femmes et des femmes qui réintègrent le marché du travail dans le secteur des TIC, en s'appuyant sur des mesures en faveur des ressources de formation basées sur le web, des techniques d'apprentissage en ligne avec didacticiels ludiques et des réseaux sociaux; développer, en 2011, un outil en ligne d'éducation des consommateurs relatif aux nouvelles technologies numériques (droits des consommateurs sur internet, commerce électronique, protection des données, éducation aux médias, réseaux sociaux, etc.).
