A series of interrelated factors compounded the considerable challenges to this huge operation. They included: the Israeli air and sea blockade, while land route infrastructure had been seriously damaged or destroyed; the deterioration of communications networks in Lebanon; the serious capacity shortages of Lebanon's port infrastructure; high international demand for the limited commercial maritime and airlift capabilities capable for immediate use; and the distance, as I said, between Canada and Lebanon.

The timelines for maritime spatial plans should therefore, where possible, be coherent with the timetables set out in other relevant legislation, especially: Directive 2009/28/EC, which requires the share of energy from renewable sources in gross final consumption of energy in 2020 to be at least 20 % and which identifies coordination of authorisation, certification and planning procedures, including spatial planning, as an important contribution to the achievement of the Union’s targets for energy from renewable sources; Directive 2008/56/EC and point 6 of Part A of the Annex to Decision 2010/477/EU, which require Member States to take the necessary measures to achieve or maintain good environmental status in the marine environment by 2020 and which identify maritime spatial planning as a tool to support the ecosystem-based approach to the management of human activities in order to achieve good environmental status; Decision No 884/2004/EC, which requires that the trans-European transport network be established by 2020 by means of the integration of Europe’s land, sea and air transport infrastructure networks.

For this purpose, each Member State with land and maritime external borders will have to establish a national coordination centre for border surveillance, which will exchange information with other national coordination centres and Frontex via a protected communication network.

La coopération portera notamment sur : - la mise en place d'un système efficace de transport multimodal air- mer transméditerranéen, à travers l'amélioration et la modernisation des ports et aéroports, la suppression des restrictions injustifiées, la simplification des procédures, l'amélioration de la sécurité maritime et aérienne, l'harmonisation des règles environnementales à un niveau élevé, y compris un contrôle plus efficace de la pollution due aux transports maritimes, et la mise en place de systèmes harmonisés de gestion du trafic ; - la création de liaisons terrestres est-ouest sur les rives sud et est de la Méditerranée et - la connexion des réseaux de transports méditerranéens au réseau transeuropéen, de manière à assurer leur interopérabilité.
